Reports and Recommendations of the City Manager
1.

Approval is recommended to enter into a price agreement (145-10) with KC Bobcat for Bobcat parts and service for various departments, for the period March 2, 2010, through February 28, 2011.  Expenditures will not exceed budgeted amounts.



2.

Approval is requested on the application Sunshine Energy, LLC to transfer a Retailer of Malt Liquor & Light Wine in the Original Package License and a Sunday Sales License for the SE #147 located 3459 S. Sterling Avenue.




Resolutions:

10-711 - A resolution naming the recently acquired park space, located at 17201 Medical Center Parkway, Dr. Robert W. Clothier ("Clothier") Park.




ORDINANCES

10-022 - 2R. An ordinance approving a Zoning Map Amendment by changing the zoning classification from C-2 (General Commercial) to R-6 (Single-Family Residential) generally located south and east of E. 36th Street Court S. and east of S. Crackerneck Road. Case#10-100-04



10-023 - 2R. An ordinance authorizing a contract with Garney Companies, Inc., for the installation of a water pipe on Little Blue Parkway (from R.D. Mize Rd. to Necessary Rd.). Project No. C09-231-70400703, for the full sum of $109,792.00, and authorizing the City Manager to approve future minor change orders in a total amount not to exceed $10,979.00, and/or for time extensions.

10-024 - 1R. An ordinance amending Section 3.01.07 of Chapter 3, "Animals and Fowl," of the City Code, setting fees for impounding and care of animals and fowl, and moving said fees to the Schedule of Fees.



10-025 - 1R. An ordinance approving Amendment No. 1 to the 2009-10 Annual Action Plan for the Community Development Block Grant (CDBG) and HOME Programs, re-allocating $110,000 in prior year CDBG funding and $70,000 in previously un-allocated CDBG funding to fund installation of a sprinkler system; improvements at eligible Parks and Recreation locations and an ICED Job Training Program; and making the necessary appropriations.

10-027 - 1R. An ordinance authorizing a contract with Precision Construction for the Fairway Gardens Sewer and Storm Sewer projects for an amount not to exceed $1,600,234.20, authorizing the City Manager to approve minor change orders not to exceed $160,000.00 or for time adjustments, and making the necessary appropriations.



10-504 - An emergency ordinance entering into an agreement with the Missouri Development Finance Board to finance and issue obligations in an estimated amount of $2,900,000 for the partial cost of constructing a Multipurpose Events Center.



10-505 - An emergency ordinance authorizing a Wireline Crossing Agreement with the Union Pacific Railroad Company to allow construction of an overhead power line across the Union Pacific railway.

10-506 - An emergency ordinance authorizing the City Manager to execute a Public Sidewalk Encroachment Crossing Agreement with the Union Pacific Railroad Company for 39th Street, west of Noland Road, to construct a public sidewalk under its tracks.

Emergency Purchase Order 130425 was issued to Insight Mechanical Contractors, in the amount of $54,574.00, for the replacement of an air conditioning unit for the Public Works Department.
