1.

Approval is requested on the application of Faisal, Inc. to transfer a Retailer of Intoxicating Liquor in the Original Package License and a Sunday Sales License for the 7-Eleven Store #29062C located at 12333 E. US 40 Highway.

Approval is recommended to issue a purchase order to Burns & McDonnell in the amount of $97,520.00, for the final design of the networking relating to the fiber optic wide area network for the Power and Light Department.



3.

Approval is recommended to issue a purchase order to Siggins Company in the amount of $26,978 for a mezzanine at Fire Station 1 for the Fire Department.



4.

Approval is recommended to enter into a price agreement (168-10) with Neighborhood Housing Services of Kansas City for Home Buyer Counseling Services.  The agreement will be for the period of February 2, 2010, through January 31, 2011, with two, one-year renewal options.  Expenditures will not exceed budgeted amounts. 



5.

Approval is recommended to issue Change Order 1 to M&M Engineering Associates, Inc., in the amount of $4,400 for testing and examination of Missouri City Unit 2 extraction steam piping for the Power & Light Department.



6.

Approval is recommended to issue Change Order 1 to Purchase Order 129313 to Olsson Associates in the amount of $12,778.00 for additional surveying, engineering and design services within the Springbranch East Industrial Park Storm Drainage Capital Improvement Project area for the Water Pollution Control Department.  This change order will bring the total amount of the purchase order to $80,238.00.

Approval is recommended to enter into a price agreement with Insituform Technologies USA, Inc. for trenchless reconstruction of sanitary sewers, storm sewers, laterals, pipelines and water mains for the Water and Water Pollution Control Departments for the period February 1, 2010, through January 31, 2011, with four (4) one-year renewal options. Expenditures will not exceed budgeted amounts.

10-703 - A resolution appointing Jason White as a Lay Member to the Independence Advisory Board of Health to a term expiring November 6, 2012.



10-704 - A resolution appointing Raymond Allen to the Board of Adjustment as an alternate member to fill an unexpired term ending July 1, 2011.

10-010 - 2R. An ordinance approving a Zoning Map Amendment by changing the zoning classification from R-6 (Single-Family) to C-1 (Neighborhood Commercial) for the property located at the northeast corner of E. M-78 Highway and S. Holke Road. Case No. 09-100-16



10-011 - 2R. An ordinance approving Amendment 2 to the Unified Development Ordinance. This amendment encompasses a number of minor revisions intended to clarify language and address minor policy issues since the UDO adoption. Case No. 09-175-03.



10-012 - 2R. An ordinance authorizing a Development Agreement Amendment No. 2 with Blue Ridge Retail-06, LLC for storm water detention improvements related to the construction of the Blue Ridge Crossing Development, to extend the deadline for construction commencement to January 1, 2011.



10-013 - 2R. An ordinance authorizing the City Manager to sign an Agreement with Paul and Sheryle Eiken to remove the special assessment on the property at 8822 E. U.S. 24 Highway if certain conditions are met.



10-014 - 2R. An ordinance amending Section 9.01.003 of the Code to limit the number of licenses for each non-profit organization, allow for the issuance of additional licenses if certain conditions exist, and move the application fee to City’s schedule of fees.



10-015 - 2R. An ordinance authorizing a contract with Burns and McDonnell for the Little Blue Parkway Phase 5 construction engineering services for an amount not to exceed $19,704.00 and authorizing the City Manager to approve minor change orders not to exceed $1,970.00 or for time adjustments.



10-016 - 2R. An ordinance to vacate utility easements located on the rear of Lot 19, Cardinal Woods PUD - 2nd Plat, at 22517 E. 33rd Street Court S. Case#09-700-03



10-017 -2R. An ordinance authorizing a contract with Wil-Pav Inc. for the 24 Highway Sidewalks project for an amount not to exceed $457,274.25, authorizing the City Manager to approve change orders not to exceed $45,700.00 or for time adjustments, and making the necessary appropriations.

Emergency Purchase Order 44784 was issued to Siemens Energy, Inc., in the amount of $99,980 on Dec. 10, 2009, for inspection, repair and reassembly of the generator exciter on the Missouri City Unit 1 for the Power & Light Department.



2.

Emergency Purchase Order 130294 was issued to JCI Industries, Inc., in the amount of $40,000.00 for the repair of the Blue Valley Unit 2 boiler feed pump.
