1.

Approval is recommended to enter into a price agreement with Insco Industries, Inc., for removal of hazardous insulation material and re-insulation for the Power & Light Department for the period June 1, 2009, through May 31, 2010, with two, one-year renewal options.  Expenditures will not exceed budgeted amounts.

Approval is recommended to issue a purchase order to Noram-SMC, Inc., in the amount of $54,500.00 to provide a SMC Mentor, 12-relay test set for the Power and Light Department.

Approval is recommended to issue a purchase order to Open Systems International, Inc., (OSI) in the amount of $84,310.00 to provide software, engineering, training, software and hardware installation for the Independence Power & Light (IPL) Supervisory Control and Data Acquistion/Energy Management System (SCADA/EMS).

Approval is recommended to enter into a price agreement (249-09) with Deery American Corporation for sealant for the period June 2, 2009, through April 30, 2010, with one, one-year renewal option. Expenditures will not exceed budgeted amounts.

Approval is recommended to enter into a price agreement with Midwest Occupational Health and Wellness for Wellness Program Services. This is a one-year agreement with four, one-year renewal options.

An ordinance authorizing the City Manager to sign and execute a contract with Akins Excavating, L.L.C. for the Salisbury Road Improvements project for an amount not to exceed $1,581,938.00, authorizing administrative approval of change orders not to exceed $158,190.00 or for contract time adjustments, and making project appropriation adjustments.

An ordinance authorizing the City Manager to sign a contract with the firm of Layne Christensen Company to drill and construct Well No. 46 in the North Well Field at the Courtney Bend Water Plant for the full sum of $304,175.00 and authorizing the City Manager to approve time extension change orders and future minor change orders in a total amount not to exceed $30,418.00.

09-075 - 2R. An ordinance authorizing and directing the City Manager to execute a cooperative agreement for preliminary engineering design services with Sugar Creek and Kansas City for the Lewis and Clark Expressway and making the necessary appropriations.



09-076 - 2R. An ordinance authorizing the City Manager to sign and execute a contract with V.F. Anderson Construction for the Cooper's Addition Drainage Project for an amount not to exceed $470,358.70, authorizing approval of administrative change orders not to exceed $47,030.00 or to adjust contract time, and increasing project appropriations.

An ordinance authorizing the City Manager to sign an agreement with Mid-America Regional Council (MARC) in order to transfer possession of a Hazardous Gas and Vapor Identifier (HGVI) System Partnership Package and associated items for the Fire Department for use by Independence's regional identified Hazardous Material Team.

09-080 - 2R. An ordinance authorizing the City Manager to execute a contract to accept a $25,393 grant from the Kansas City Area Transportation Authority to provide elderly and disabled transportation service through the City's Dial-A-Ride Program.



09-081 - 2R. - An ordinance supporting an application for an Enhanced Enterprise Zone and establishing the real property tax abatement rate for the Independence Enhanced Enterprise Zone West.



09-082 - 2R. An ordinance authorizing and directing the City Manager to enter into an intergovernmental agreement with Jackson County to provide animal services to Jackson County.

09-087 - 1R. An ordinance directing the City Manager to execute a contract with the Kansas City Area Transportation Authority (KCATA) to provide Inter-City and Intra-City bus service for twelve (12) months beginning July 1, 2009 through June 30, 2010.



09-531 - An ordinance increasing appropriations in the amount of $8,663,667.59 in the Operating and Capital Budgets for various departments and capital projects, transferring appropriations in the amount of $65,559.00 in the Capital Budget for the Public Works Department and $118,000.00 in the Power & Light Department, and making other budget adjustments as necessary for the City of Independence, Missouri, for the Fiscal Year July 1, 2008, through June 30, 2009. Appropriation ordinance receive two readings and are voted on at the same meeting.



09-532 - An emergency ordinance authorizing Amendment No 2 to Ordinance 17317 approving the 2008-2009 Annual Action Plan for the Community Development Block Grant (CDBG) and HOME programs, and authorizing the City Manager to submit a revised plan allowing for the allocation of $202,906 in CDBG American Recovery and Reinvestment Act of 2009 (CDBG-R) funding to the U.S. Department of Housing and Urban Development

Staff is providing notification to the City Council of a change order to Purchase Order 126322 in the amount of $1,500.00 for stock tires for the Public Works Central Garage to Goodyear Wholesale Tire Center.  The current purchase order issued to Goodyear Wholesale Tire Center is $24,539.00.

The Power & Light Department is notifying the City Council of a decision to retain a digger derrick vehicle, Asset 8599, rather than release it as a trade-in on the purchase of a new vehicle acquired in April 2009.
