Reports and Recommendations of the City Manager
1.

Approval is recommended to enter into a price agreement (303-09) with Abitibi Bowater for recycling at City facilities for the period of June 1, 2009, through May 31, 2010, with two, one-year renewal options. Expenditures will not exceed budgeted amounts.

Approval is requested to extend the Depository Banking Services Agreement with UMB Bank through October 31, 2014.



3.

Approval of settlement of a Damage Claim submitted by contractor, Electrical Corporation of America, and approving the amount of $39,091.34 to pay the invoice #38303, dated September 16, 2008, for emergency work for the City Power & Light Department.



4.

Approval is recommended to enter into a price agreement (121-09) with Holliday Sand and Gravel Company, for fine aggregate masonry sand and de-icer sand for various City departments for the period June 1, 2009, through May 31, 2010. Expenditures will not exceed budgeted amounts.



5.

Approval is requested of the slate submitted by the Mayor of the City of Independence, Missouri for successor Directors of the Fairmount Carlisle Redevelopment Corporation to fill vacancies created by the expiration of terms of office.



6.

Approval is recommended to enter into price agreements with four companies:  Graybar Electric, H.D. Supply, Kriz-Davis and Voss Lighting for eleven groups of utility hardware items for the Power & Light Department for the period July 1, 2009, through June 30, 2010.  These agreements carry two, one-year renewal options.  Expenditures will not exceed budgeted amounts.

08-791 - A resolution approving the amended Preliminary Plat of Freedom Landing, a 15-lot mixed use subdivision located north of R. D. Mize Road between Necessary Road and the future Little Blue Parkway, Case No. 08-310-03. Deferred from the January 20, 2009 meeting.  Deferred to 5/4/09 to be considered with second reading of three related ordinances.



09-725 - A resolution recognizing Bryan Barker, Fire Equipment Operator at Station 4 in the Fire Department, as the employee of the month for May, 2009.



09-726 - A resolution appointing Lee Williams as an alternate member of the Board of Adjustment of the City of Independence, Missouri.



09-727 - A resolution authorizing a Pets in the Park Adoption Special for kittens/cats and puppies/dogs to run from May 9, 2009, through and including May 18, 2009, by foregoing $10.00 of the adoption fee for kittens/cats and $20.00 of the adoption fee for puppies/dogs and foregoing the $10.00 microchip fee during this time.

09-061 - 2R. An Ordinance Establishing Policy on Using Drinking Water Additives.



09-062 - 2R. An Ordinance establishing lodging establishments health permits and establishing an annual fee and inspections.



09-063 - 2R. Approval is recommended to enter into a price agreement with Lan-Tel, Inc., to provide labor, supervision and equipment for the conversion of overhead residential electric services to underground for the Power & Light Department (IPL) for a one-year period, with City Option for renewal for two additional one-year terms. Cost for these services is estimated at $1.8 million per year, payable through federal funding and the IPL operating budget.



09-064 -2R. An ordinance finding, determining and declaring the necessity of acquiring general utility easements and temporary construction and grading easements for the construction, operation and maintenance of a public storm sewer designated as the 39th & Main Storm Drainage Improvements, Project No. 70130707.

09-065 - 1R. An ordinance finding the Maywood Neighborhood Improvement District to be completed, assessing the costs of such project against the properties liable therefore, and providing for the collection of such special assessments.



09-066 - 1R. An ordinance authorizing the City Manager to execute the Funding Approval and Grant Agreement for the Neighborhood Stabilization Program (NSP) project between the City of Independence and the Missouri Department of Economic Development for a $1,988,724 reimbursement grant to fund foreclosure mitigation and neighborhood stabilization activities; and making the necessary appropriation of $1,988,724.



09-067 -1R. An ordinance authorizing and directing the City Manager to execute a supplemental agreement for the STP-Urban Program with the Missouri Highways and Transportation Commission on the 39th Street Improvements project between Noland Road and Crysler.



09-068 - 1R. An ordinance authorizing the City Manager to sign a contract with the firm of Layne Christensen Company to rehabilitate and overhaul Well No.’s 11, 22, & 47 in the City’s Well Field at the Courtney Bend Water Plant for the full sum of $105,608.00, authorizing the City Manager to approve time extension change orders and future minor change orders in a total amount not to exceed $10,561.00.



09-069 - 1R. An Ordinance authorizing Amendment No 1 to Ordinance 17009 approving the 2008-2009 Annual Action Plan for the Community Development Block Grant (CDBG) and HOME programs, and authorizing the City Manager to submit a revised Action Plan for allocation of Program Year 34 funds to the U.S. Department of Housing and Urban Development.



09-526 - An emergency ordinance approving the Final Plat of Jackson Lithia Place – Replat, Lots 215A, 216A & 218A, a replat of Jackson Lithia Place, Lots 214 - 218 located south of E. Norledge Avenue, north of E. Scarritt Avenue, west of N. Hardy Avenue and east of N. Huttig Avenue . Case No. 09-320-03.
