1.

Approval is recommended to issue a purchase order to Ingersoll Rand in the amount of $194,000.00 for a back-up cooling tower for the Power & Light Department Blue Valley Plant.

Approval is recommended to issue a Purchase Order to Olsson Associates in a not-to-exceed amount of $67,460.00, for the engineering design of the Springbranch East Industrial Park Storm Drainage Capital Improvement Project for the Water Pollution Control Department.



3.

Approval is recommended to issue a purchase order to HDR/Archer in an amount not to exceed $50,000.00, for the engineering design of the Redwood at Ute Storm Drainage Capital Improvement Project for the Water Pollution Control Department.

09-741 - A resolution reappointing Jim Schultz to serve as a City Council representative on the Independence Council for Economic Development (ICED).



09-742 - A resolution calling for a public hearing for the consideration of Federal rate-making standards pursuant to the requirements of the Public Utility Regulatory Policies Act of 1978 (PURPA) as amended by the Energy Independence and Security Act of 2007, and further appointing the chairman of the Public Utilities Advisory Board (PUAB) as hearing officer.

09-100 - 2R. An ordinance authorizing an Agreement with Northwest Communities Development Corporation to provide services utilizing Community Development Block Grant (CDBG) funds as specified in Ordinance No. 17294 for Program Year 35 (FY 2009-2010) for reimbursement of monies available through the U.S. Department of Housing and Urban Development for services to low/moderate income persons, and authorizing the City Manager to sign certain limited change orders.

An ordinance finding, determining and declaring the necessity of acquiring rights-of-way, general utility easements, and temporary construction and grading easements for the construction, operation and maintenance of a public street designated as the 39th Street Improvements, Noland Road to Crysler Avenue, Project No. 70110803.



09-102 -2R. An ordinance authorizing and directing the City Manager of the City of Independence, MO to accept funding for five cooperative projects from the Missouri Division of Tourism totaling $221,372.00, increasing estimated revenues by $221,372.00 and appropriating $221,372.00 in the FY 2009-2010 Tourism Department operating budget.

09-103 -2R. An ordinance authorizing a contract with Athletic & Rehabilitation Center for physical abilities testing services for the period August 1, 2009, through July 31, 2010, with two, one-year renewal options. Expenditures will not exceed budgeted amounts.



09-104 - 2R. An ordinance authorizing the City Manager to sign a contract with HDR/ Archer Engineers for Sanitary Sewer Evaluation Survey Report for Rock Creek, Sugar Creek, and Mill Creek Watersheds in the amount of $249,100.00 and authorizing change order for $24,910.00 and/or time extensions from the Sanitary Sewer Fund.



09-105 - 2R. Approval is recommended to enter into a contract with Deer Oaks EAP Services, to provide employee assistance program services to City employees, and their eligible dependents, August 1, 2009 through June 30, 2010.  The contract contains two, one year renewal options, at the sole option of the City.



09-106 - 2R. An ordinance authorizing the City Manager to enter into a cooperative agreement with Jackson County, MO for the transfer of funds to be used for the environmental remediation of hazardous materials present at the property located at 315 N. Main Independence, MO.



09-107 - 2R. An ordinance authorizing the City Manager to enter into a contract with Lutz, Daily & Brain, LLC, in the amount of $153,400.00 for Engineering and Construction Support related to the future replacement of the Blue Valley Power Plant Cooling Towers for the Power & Light Department.



09-108 -2R. An Ordinance authorizing the City Manager to sign a contract with Terra Technologies for the native plant revegetation of the South & Willis, 39th & Coachman, and St. Clair Park Detention Basins, a Supplemental Environmental Project, for an amount not to exceed $109,050.00; and authorizing the City Manager to approve minor change orders (not to exceed $10,905.00) and time extensions.

An ordinance authorizing the City Manager to execute a contract with Delta Innovative Services for an amount not to exceed $284,163.00 for Repair and Replacement of the Missouri City Power Plant roof for the Power & Light Department; and to approve administrative change orders for an amount not to exceed $28,416.00.



09-110 - 1R. An ordinance authorizing the City Manager to sign a contract with HDR/Archer Engineers for engineering design services for the 33rd & Claremont Storm Drainage Improvement Project for an amount not to exceed $113,000.00; and authorizing the City Manager to approve minor change orders (not to exceed $11,300.00).

An ordinance amending Section 18.10.006, “Operation of Vehicles Without an Ignition Interlock Device,” to prohibit knowingly renting, leasing or lending a motor vehicle not equipped with an ignition interlock device to a person known to have driving privileges restricted to the use of vehicles so equipped.

An ordinance authorizing the execution of a certain Service Agreement with Southwestern Power Pool (SPP), providing for participation in the Energy Imbalance Service Market (EISM) of the SPP, and other related services to facilitate the City’s sale and purchase of electric power to the market.

An ordinance authorizing an agreement for Emergency Shelter Grant funds with the Missouri Department of Social Services, Division of Family Services in the amount of $72,415 and further authorizing contracts with Community Services League, Comprehensive Mental Health Services, Hillcrest Transitional Housing, Hope House, Mother’s Refuge, and Salvation Army Crossroads to provide homeless services under the Emergency Shelter Grant Program. The City administrative portion of this grant shall not exceed 2%, or $1,448.00.



09-115 - 1R. An ordinance authorizing a contract with Linaweaver Construction for the Queen Ridge Phase 2 Drainage project for an amount not to exceed $760,528.60, authorizing administrative approval of change orders not to exceed $76,000.00, and increasing project appropriations.

09-119 - 1R. An ordinance authorizing the City Manager to sign an Amendment to the Current Cooperative Agreement with Jackson County for the design, construction and oversight of the Little Blue Trace Trail Extension project.

09-539 - An emergency ordinance approving the Final Plat of Eastland Center – 13th Plat – Area V, a commercial subdivision located south and east of E. Valley View Parkway, west of S. Little Blue Parkway, north of E. U.S. 40 Highway and south of Interstate 70. Case No. 09-320-04.



09-540 - An emergency ordinance approving an agreement for TIF obligations under an assignment of obligations related to Parcel 13 of the Eastland TIF Project.
