Reports and Recommendations of the City Manager
1.

Approval is requested to amend the City’s Schedule of Fees to adjust the hourly rate charged for services performed by staff and to include fees related to the proposed Unified Development Ordinance, with an effective date of July 1, 2009.



2.

Approval is recommended to issue a purchase order to Black & Veatch Corporation in the amount of $49,200 for Engineering Services for the Water Pollution Control Department for the evaluation of system requirements and design of  Continuous Emissions Monitoring System (CEMS) equipment replacement.

Approval is requested to accept the renewal proposal submitted by Lockton Companies, Inc. regarding the City’s property and boiler and machinery insurance program, effective July 1, 2009, with an annual cost of $1,145,000 which includes $891,025 for insurance coverage, $60,000 for engineering services fees at power production facilities, $59,850 for terrorism coverage and $134,125 for extra expense coverage to purchase replacement power.

Approval is requested to renew the City’s excess workers’ compensation insurance program with Lockton Companies, Inc., with coverage provide by Midwest Employers Casualty Company, maintaining the $1,000,000 self-insured retention for each accident, effective July 1, 2009, with an estimated annual premium of $139,169.

Approval is recommended to enter into a price agreement with Rand Construction Company for boiler and high-pressure vessel weld repairs for the Power & Light Department for the period July 1, 2009, through June 30, 2010, with City option for three, one-year renewals. Expenditures will not exceed budgeted amounts.

09-534 - An emergency ordinance authorizing the City Manager to accept a Crime Lab Upgrade grant award from the Missouri Department of Public Safety, #2010-MCLUP-001, in the amount of $25,586.00, increasing the estimated revenues $25,586.00, and appropriating the same amount to the Police Department’s Operating Budget; authorizing the City Manager to sign future change orders, extensions, amendments or addendums for additional funding or time extensions for the same project, making the necessary appropriations and authorizing certain future appropriations.



09-535 - An emergency ordinance authorizing the City Manager to accept a one-year grant award from the Missouri Department of Public Safety, Office of the Director, in the amount of $32,805.74, making the necessary appropriations, authorizing the City Manager to sign future change orders, extensions, amendments or addendums for additional funding or time extensions for the same project, and authorizing certain future appropriations. The grant will continue funding a full-time Victim Advocate at the Police Department.
