PUBLIC HEARING

The Links at Stone Canyon, Inc. application for a Retailer of Intoxicating Liquor by the Drink (Restaurant/Bar) License and a Sunday Sales License for Stone Canyon Golf Club, located at 2415 E. 39th Street. Since there is residentially zoned property and a school within 300 feet of the proposed premises, approval of this application will require a two-thirds Council approval instead of a simple majority. Reports and Recommendations of the City Manager
1.

Approval is recommended to issue a purchase order to Crowley, Wade, Milstead, Inc., in the amount of $37,950.00 for ground survey services related to the proposed 161 kV transmission line for the Power & Light Department.

Approval is recommended to enter into a price agreement (336-09) with Spicc & Span Cleaning Services for janitorial services for various City buildings, for the period May 1, 2009, through April 30, 2010, with two. one-year renewal options.  Expenditures will not exceed budgeted amounts.



3.

Approval is recommended to issue Change Order 1, adding $20,500 to Purchase Order 127372, to Jensen Engineering Co., Inc., to continue providing on-site data entry and reporting on the Federal Emergency Management Agency (FEMA) grants for the Power & Light Department.  This change order will bring the total amount of the purchase order to $41,000.

08-791 - A resolution approving the amended Preliminary Plat of Freedom Landing, a 15-lot mixed use subdivision located north of R. D. Mize Road between Necessary Road and the future Little Blue Parkway, Case No. 08-310-03. Deferred from the January 20, 2009 meeting.  Deferred to 5/4/09 to be considered with second reading of three related ordinances.



09-718 - A resolution reappointing Jim Harpool and appointing Thomas E. Woods to the Contractor License review Board for the City of Independence, Missouri.



09-719 - A resolution reappointing Jean Kimball and appointing Michael Calvert, Jim Legge and Duane Stephens as members ofthe Heritage Commission of the City of Independence, Missouri.

An ordinance authorizing the City Manager to execute a certain pipe line license with the Union Pacific Railroad Company, to construct and maintain a water line on railroad right-of-way on Crane Street south of Walnut Street, and providing for payment to the railroad of one thousand seven hundred thirty three and no/100 dollars ($1,733.00).



09-056 - 2R. An ordinance authorizing the City Manager of the City of Independence, Missouri to vacate a portion of one (1) sanitary sewer easement and accept one (1) sanitary sewer easement located in a part of Lot 6, Crackerneck Creek, a subdivision in Independence, Jackson County, Missouri.



09-057 - 2R. An Ordinance authorizing the City Manager to enter into a Purchase Agreement with the Missouri Development Finance Board (MDFB) for financing the costs associated with the purchase and installation of a replacement telephone system for an amount of $169,557 which includes closing costs.



09-059 - 2R. An ordinance authorizing the City Manager to sign the Addendum to renew a contractual agreement with Ray County Sheriff's Department to provide off-site prisoner housing for the Independence Police Department.



09-060 - 2R. An ordinance authorizing the execution of a certain “Amendment No. 1 to the Coal Supply Contract for the Blue Valley Plant” and “Amendment No.1 to the Coal Supply Contract for the Missouri City Plant.”

Cost for these services is estimated at $1.8 million per year, payable through federal funding and the IPL operating budget.
