PUBLIC HEARING

An application by Ron's Roadhouse, LLC, to expand their license premises to add an outside fenced area on the south side of their establishment that would allow customers to consume intoxicating liquor by the drink seven days a week in the outdoor area for Ron's Roadhouse at 10817 E. Truman Road. This application requires a two-third majority vote for approval due to residential property being located within three hundred (300) feet of the establishment. Full Public Hearing. CONSENT AGENDA
Reports and Recommendations of the City Manager
1.

Council action is requested to approve a contract with TreanorHL Architects in the amount of $70,000.00 for Phases 3 and 4 of the City Hall Programming and Master Plan Study Project (No. 70571602).



2.

Council action is recommended to approve a purchase order for a three-year contract with Azteca Systems, Inc. for Cityworks software for City departments in the amount of $85,500 annually for the next three years.



3.

Council action is recommended to issue a purchase order to Apache Industrial United, in the amount of $175,409.00  to replace the protective coating system on the interior and exterior of Filter No. 3 at the Courtney Bend Water Plant  for the Water Department.



4.

Council action is requested on the application received from Mountain Notions, LLC for a Restaurant and Bar Intoxicating Liquor by Drink License and Sunday Sales License for Jazz A Louisiana Kitchen located at 19700 E. Valley View Parkway. 



5.

Council action is requested to enter into a price agreement (365-17) for Pad-Mounted Distribution Switchgear Rebuild/Repair Services with the Solomon Corporation, for the period of July 11, 2017, through June 30, 2018. The agreement contains two, one-year renewal options. Expenditures will not exceed budgeted amounts.



6.

Council action is requested to enter into price agreements (364-17) with Act-1 Government Solutions (Appleone), Aerotek, The Empyrean Group, and JRL Executive Recruiters for Recruitment Services for the Power & Light Department for the period of July 11, 2017, through June 30, 2018. The agreement may be renewed for up to three, one-year periods. Expenditures will not exceed budgeted amounts.

Council action is requested on the application received from Ron’s Roadhouse, LLC for an outdoor expansion of the licensed premises for Ron’s Roadhouse located at 10817 E. Truman Road of their Retailer of Intoxicating Liquor by Drink Licenses. This application requires a two-third majority vote for approval due to residential property being located within three hundred (300) feet of the establishment.



8.

Council action is requested to approve a contract with The Wilson Group, Inc., in the amount of $397,852.00 for the Sermon Community Center Window Restoration Project (No. 6503-6401).



9.

Council action is requested on the application from Diamond Girls Bartender, LLC to add an outdoor area as part of their licensed premises for Shots located at 11703 E. 23rd Street S. that will allow them to serve intoxicating liquor by the drink seven days a week in this outdoor area.  This application requires a two-third majority vote for approval due to residential property being located within three hundred (300) feet of the establishment. [Postponed from June 19, 2017 Council Meeting.]



10.

Council action is requested to issue a purchase order to National Pole & Structure, in the amount of $62,434.00, for steel poles for the Power & Light Department.




Resolutions:

17-749 - A resolution appointing David Campbell to the Tree Commission for the City of Independence, Missouri.



17-750 - A resolution updating the Procurement Policy for the City of Independence, Missouri.



17-751 - A resolution appointing Councilmembers John Perkins, Karen DeLuccie, and Scott Roberson to the Audit and Finance Committee of the City of Independence, Missouri.



17-752 - A resolution directing staff to record and publish all open public meetings of boards and commissions formed by the City Charter.



17-753 - A resolution reappointing Angie Rogers, Amy Ehlers, and Sandy Kolie to the Board of Directors of the Noland Fashion Square Community Improvement District.



17-754 - A resolution naming the Management Fellowship Program as the Harry S. Truman Management Fellowship to honor President Truman’s public service legacy.



17-755 - A resolution appointing George Peterson to the Tourism Commission of the City of Independence, Missouri.




ORDINANCES

17-040 - 2R. An ordinance amending the Unified Development Ordinance, Chapter 14, of the Independence City Code regarding cellular towers and related facilities. [Postponed from April 17, 2017 Council meeting.]



17-069 - 2R. An ordinance authorizing the City Manager to execute a Memorandum of Understanding between the City of Independence and the National Park Service pertaining to old Fire Station No. 1, located at 223 North Main Street, Independence, Missouri; to allow the National Park Service to continue to use said facility for the operation of the Truman Home Ticket and Information Office.



17-070 - 2R. An ordinance amending Chapter 8 Article 6 “Purchases and Sales” Section 2, Section 3, Section 4, and Section 7; and Chapter 20 Article 17 "Bids on Public Works Projects."



17-071 - 2R. An ordinance authorizing a purchase order with Central Plumbing for the potable and non-potable water site piping replacement project at the Rock Creek Wastewater Treatment Plant for the full sum of $646,200.00; authorizing future minor change orders in an amount not to exceed $64,620.00 and/or time extensions; and making the necessary appropriations.



17-072 - 2R. An ordinance authorizing the City Manager to execute a license agreement with Borda, LLC to allow parking on City property for the Dancefestopia festival September 7 through September 11, 2017. [Requested by Councilmember Van Camp]



17-073 - 2R.  An ordinance approving the 2017-2021 Consolidated Plan and one year Annual Action Plan for Program Year 43, Annual Action Plan for the CDBG and home programs, authorizing applications to the department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) Program Year 43 and the Home Investment Partnerships Act (HOME) Program Year 23; authorizing execution of a written agreement and acceptance of CDBG and Home Program Funds under the Housing and Community Development Act of 1974; and making the necessary appropriations.

INFORMATION ONLY:
1.

The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Highways and Transportation Commission in the amount of $30,000, for the Police Department. These funds will be used for the Occupant Protection Program.



2.

The City Clerk has received notification that the City Manager has accepted a grant from the Organized Crime Drug Enforcement Task Forces in the amount of $3,500, for the Police Department. These funds will be used to cover overtime expenses incurred while working specialized cases.



3.

The City Council will consider amendments to the Council Rules of Procedure at the July 17, 2017, Regular Meeting.
