Council action is requested to enter into price agreements (752-17) with Shawnee Mission Ford, Dick Smith Ford, KCR International Trucks, Landmark Dodge, Olathe Ford, Hudiberg Fleet Services, Lou Fusz Chrysler, Lou Fusz Ford, Midway Ford, Olathe Toyota, Victory Ford, Westfall Odell, Davis Moore Auto Group, KC Freightliner, MHC Kenworth, Overland Park Jeep Dodge Chrysler and Roberts Chevrolet for vehicles for City departments.

Council action is requested on the application received from Pro Star, LLC for a Limited Intoxicating Liquor in the Original Package License and Sunday Sales License (Package Liquor Store) for Quick Stop #151, located at 151 W. US 24 Highway. This application requires a two-third majority vote for approval due to residential property being located within three hundred (300) feet of the establishment.

Council action is requested on the application received from Five Star LLC to transfer an existing Intoxicating Liquor in the Original Package and Sunday Sales License for Conoco Short Stop convenience store with gas sales located at 9013 E. US 40 Highway, Suite E. This application requires a two-third majority vote for approval due to residential property being located within three hundred (300) feet of the establishment.

Council action is requested on the application received from Jay Mavdi 1, LLC, to transfer the existing Intoxicating Liquor in the Original Package License, Sunday Sales License and Liquor Tasting License for Crown Liquor #3 located at 3900 S. Noland Road to the new operator of this establishment [Item postponed from December 19, 2016 and January 3, 2017 Council Meetings.]




Resolutions:

17-703 - A resolution extending the agreement between the City of Independence, Missouri and Local Union 53 International Brotherhood of Electrical Workers Maintenance and Clerical from January 20, 2017 through February 19, 2017.




ORDINANCES

17-001 - 2R. An ordinance authorizing a contract with Westland Construction, Inc., in the amount of $576,975.00; for the installation of pipe and water main on Truman Rd., from Yuma Ave. to Alexander Rd.; and authorizing future minor change orders not to exceed $57,697.00; and /or time extensions; and to appropriate $84,672.00 from the water fund's net assets.



17-002 - 2R. An ordinance approving an amended and restated agreement for TIF obligations under assignment between the City of Independence and Eastland Senior Apartments, Inc., related to the development of Lot 13 of the Eastland Tax Increment Financing Project.



17-003 - 2R. An ordinance approving a Special Use Permit for a wireless telecommunications facility at 19909 E. 39th Street S. in Independence, Jackson County, Missouri.



17-004 - 2R. An ordinance vacating all that portion of a platted utility easement located entirely within Lot 2 Jackson Business Park, a subdivision in Independence, Jackson County, Missouri.



17-005 - 2R. An ordinance amending the Zoning District Map as to tract of ground located at 15702 E. Truman Road from District R-12 (Two-Family Residential) to District C-2 (General Commercial) in Independence, Jackson County, Missouri. [Motion made to postpone Bill No. 17-005 to February 21, 2017 Council Meeting]



17-006 - 2R. An ordinance increasing appropriations in the amount of $75,000.00 in the Tourism Fund Fiscal Year 2016-2017 Operating Budget for the Parks/Recreation/Tourism Department for the purpose of historic site maintenance.

17-007 - 1R. An ordinance authorizing a contract with First Transit, Inc. in an amount not to exceed $1,358,543.03 for the operation and management of the intra-city bus service known as Indebus within the City of Independence, July 1, 2017 through June 30, 2018.



17-008 - 1R. An ordinance authorizing Change Order No. 1 to the contract with Wiedenmann Construction for the 18th and Evanston Sanitary Sewer and Water Line Improvements Project (No. 70301301) for an amount not to exceed $190,800.00; and making the necessary appropriations.

The Law Department is providing the following notification to the City Council of the claims paid and received during December, 2016.



2.

The City Clerk's office has received a copy of the 39th Street Transportation Development District Financial Statements  and Independent Auditor's Report for the fiscal year ending June 30, 2016. 



3.

The City Clerk has received notification that the City Manager has accepted a grant from the Missouri State Emergency Management Agency (SEMA) in the amount of $30,779.00, for the Independence Emergency Preparedness Division. These funds will be used to purchase a siren that is integrated into the City's weather warning system.
