Reports and Recommendations of the City Manager
1.

Council action is requested to issue a purchase order in the amount of $79,040.50 to Martin Underground for Fiber Optic Construction for the Power & Light Department.



2.

Council action is recommended to issue a purchase order to Motorola Solutions Inc, in the amount of $230,742.25 for Motorola Portable Radios, Mobile Radios, and accessories for the Fire Department.



3.

Council action is recommended to issue a purchase order for development services of a Solids Facility Plan from HDR Engineering in the amount of $142,290.00 for the Water Pollution Control Department, Rock Creek Wastewater Treatment Plant.



4.

Council action is requested to enter into a price agreement (374-17) for Stormwater Management and Engineering Services with Northstar Technologies, for the period of August 21, 2017, through July 31, 2018. The agreement  contains five, one-year renewal options. Expenditures will not exceed budgeted amounts.




Resolutions:

17-774 - A resolution amending sections of the Council Rules of Procedure, clarifying the sections on meetings to be public, executive sessions, and study sessions; updating the sections on order of business, ordinances, resolutions, and motions, with an effective date of October 1, 2017.



17-775 - A resolution affirming the appointment of Chris Cline to the Public Safety Sales Tax Oversight Committee for the City of Independence, Missouri.  [Requested by Mayor Weir]




ORDINANCES

17-040 - 2R. An ordinance amending the Unified Development Ordinance, Chapter 14, of the Independence City Code regarding cellular towers and related facilities. [Postponed from April 17, 2017, July 10, 2017, and July 17, 2017 Council meetings. A substitute ordinance was approved for 1st reading on August 8, 2017 Council meeting.]



17-087 - 2R. An ordinance authorizing a contract with the Missouri Department of Health and Senior Services, in the amount of $122,101.00, for the Public Health Emergency Preparedness Grant for the period July 1, 2017, through June 30, 2018; authorizing future change orders and appropriating the necessary funds.



17-089 - 2R. An ordinance amending the Zoning District Map as to tracts of ground located at 628, 700, 805/807, 809/811, 813/815, 821, 901 and 909 E. Lexington Avenue from I-1 (Industrial) to R-12 (Two-Family Residential) in Independence, Jackson County, Missouri.



17-091 - 2R. An ordinance approving a special use permit to operate a used vehicle sales lot at 11201 E US 40 Highway in Independence, Jackson County, Missouri.



17-092 - 2R. An ordinance levying a tax on all real property subject to taxation on January 1, 2017, within the corporate limits of the City of Independence, Missouri, for general revenue and public health and recreation purposes, and for the Independence Square Special Business Benefit District; said levies and assessments being separate and distinct, all for the fiscal year commencing on the 1st day of July, 2017, and ending on the 30th day of June, 2018.

An ordinance authorizing a contract with Radmacher Brothers Excavating Company, Inc. for the Pacific Avenue Sanitary Sewer Main (No. 70301601) for an amount not to exceed $443,916.00; authorizing future minor change orders for an amount not to exceed $44,391.60 and/or time extensions; and adjusting project appropriations.

An ordinance finding, determining and declaring the necessity of acquiring permanent sidewalk easements for the Englewood Streetscape Improvements Phase 3 Project (No. 70511503); authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.



17-097 - 1R. An ordinance vacating a utility easement on Lot 26, Block 3, Glen Ridge being a subdivision located in Independence, Jackson County, Missouri.



17-098 - 1R. An ordinance repealing Ordinance No. 17174 passed on November 3, 2008 by the City Council.



17-099 - 1R. An ordinance appropriating funds in the Sanitary Sewer Fund for bond financed capital projects. 



INFORMATION ONLY:
1.

The Law Department is providing the following notification to the City Council of the claims paid and received during July, 2017.



2.

The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Highways and Transportation Commission in the amount of $1,000, for the Police Department. These funds will be used to reimburse overtime worked by police officers while enforcing traffic laws to enforce speed, aggressive driving, DWI and Seat Belt and Child Safety Restraint laws.

Municipal Court Monthly Case Summary Report for July, 2017.



4.

The City Clerk has received notification that the City Manager has accepted a grant from the Organized Crime Drug Enforcement Task Forces (OCDETF) in the amount of $4,000, for the Police Department. These funds will be used to cover overtime expenses incurred while working specialized cases.
