Council action is requested on the application received from Qdoba Restaurant Corporation for a Restaurant and Bar Intoxicating Liquor by Drink and Sunday Sales License for Qdoba Mexican Eats located at 18921 E. Valley View Pkwy. #C. This application requires a two-third majority vote for approval due to residential property being located within three hundred (300) feet of the establishment.

Council action is recommended to issue a purchase order to Midwest Storm Restoration, in the amount of $421,075.00  for a roof replacement at the Rock Creek Wastewater Treatment Plant  for the Water Pollution Control Department.




Resolutions:

17-756 - A resolution amending sections of the Council Rules of Procedure, clarifying the sections on requests to speak.



17-757 - A resolution amending the Pay Plan for Non-Represented City Employees as enumerated herein on and after the 17th day of July 2017; adjust B34P (Police Officer Recruit) and P (Police Command Staff) pay grades.

17-040 - 2R. An ordinance amending the Unified Development Ordinance, Chapter 14, of the Independence City Code regarding cellular towers and related facilities. [Postponed from April 17, 2017 and July 10, 2017 Council meetings. Motion made to substitute ordinance for a 1st reading on August 7, 2017 Council meeting.]

An ordinance authorizing a contract with Blue Nile Contractors, Inc., in the amount of $478,847.00; for the installation of pipe and water main on 23rd street, from Trail Ridge to West of Hub Dr.; and authorizing future minor change orders not to exceed $47,885.00; and/or time extensions.

An ordinance authorizing acceptance of a grant in the amount of $192,180.00 from the Missouri Department of Transportation for reimbursement of overtime for the Police Department for a Total Station and Hazardous Moving Violations enforcement from October 1, 2017, to September 30, 2018; authorizing future change orders, extensions, amendments or addendums for additional funding for the same project and making the necessary appropriations.

An ordinance authorizing acceptance of a grant in the amount of $300,000.00 from the Missouri Department of Transportation for reimbursement of overtime for the Police Department for impaired driving enforcement and youth alcohol liquor compliance checks from October 1, 2017, to September 30, 2018; authorizing future change orders and/or time extensions for the same project and making the necessary appropriations.

17-079 - 2R. An ordinance vacating a utility easement on Lot 1A, Replat of Outlot 1, Eastland Center 1st Plat, being a subdivision located in Independence, Jackson County, Missouri.



17-080 - 2R. An ordinance approving the cooperative agreement among the city of Independence, Missouri, the Marketplace Shopping Center Community Improvement District and WNQE Independence VI, L.L.C. to implement the Marketplace Shopping Center Community Improvement District.



17-081 - 2R. An ordinance authorizing final disposition of certain city records that have met all requirements to be eligible for such disposition.



17-082 - 2R. An ordinance amending the Zoning District Map as to a tract of ground located at 10407 E. 15th Street S. from District R-12 (Two-Family Residential) to District C-3 (Service Commercial) in Independence, Jackson County, Missouri.
