CONSENT AGENDA
Reports and Recommendations of the City Manager
1.

Council action is recommended to issue a purchase order to Fimco Services, LLC, in the amount of $69,312.00  to replace the filtration media of Filter No. 3 at the Courtney Bend Water Plant for the Water Department.



2.

A request for Council approval to authorize and direct the City Manager to enter into a site lease agreement with T-Mobile Central, LLC, for a cell tower on the grounds of Fire Station No. 1 at 950 N. Spring Street for a five-year period with up to five, five-year renewal periods.



3.

Council action is requested to approve a design-build contract with Superior Bowen Asphalt Company for an amount not to exceed $407,535.00 for the Intersection Improvements Project Phase 1 (Project No. 70111603).



4.

Approval is recommended to amend the Schedule of Fees for the City of Independence effective July 1, 2017.



5.

Council action is recommended to enter into a price agreement with the Ketch-On Group for janitorial services for the Water Pollution Control Department for the period June 1, 2017, through May 31, 2018, with two, one-year renewal options.  Expenditures will not exceed budgeted amounts.



6.

Council action is requested on the application received from Delaware Event Space, LLC for an Intoxicating Liquor by Drink License and Sunday Sales License for Delaware Event Space located at 125 S. Main Street. This application requires a two-third majority vote for approval due to a college being located within three hundred (300) feet of the establishment. [Postponed from May 15, 2017 and June 5, 2017 Council Meeting.]



7.

Council action is requested to enter into a price agreement (316-17) with G4S Secure Solutions, Inc. for Security Officer Services for the Power & Light Department for the period of July 1, 2017, through June 30, 2018. The agreement may be renewed for up to four additional one-year periods. Expenditures will not exceed budgeted amounts.



8.

Council action is requested to issue a purchase order, in the amount not to exceed $92,655.00, to Gades Sales Company for a Remote School Beacon Monitoring System for the Power & Light Department.



9.

Approval is requested to renew the City’s excess workers’ compensation insurance program with coverage provided by Safety National Casualty Corporation, maintaining the $1,000,000 deductible for each accident, effective July 1, 2017, with an estimated annual premium of $149,290. 



10.

Council action is requested to issue a purchase order, in the amount of $1,100,250.00, to Myers Power Products for switchgear for Substation I for the Power & Light Department.



11.

Council action is requested to enter into a price agreement (257-17) with The Empyrean Group for power plant staffing services for the Power and Light Department for the period of June 21, 2017 to June 30, 2018. At the sole option of the City, the agreement may be renewed for four, one-year periods. Expenditures will not exceed budgeted amounts.



12.

Council action is recommended to purchase three (3) pumper apparatus for the Fire Department from Precision Fire Apparatus. These apparatus will replace existing pumpers currently in reserve status.



13.

Council action is requested on the application from Diamond Girls Bartender, LLC to add an outdoor area as part of their licensed premises for Shots located at 11703 E. 23rd Street S. that will allow them to serve intoxicating liquor by the drink seven days a week in this outdoor area.  This application requires a two-third majority vote for approval due to residential property being located within three hundred (300) feet of the establishment. 



14.

Approval is requested to accept the renewal proposal submitted by Lockton Companies, Inc. regarding the City’s property and boiler and machinery insurance program, effective July 1, 2017, with an estimated annual cost of $1,025,107.  This includes $990,107 for $400,000,000 in insurance coverage and $35,000 for engineering services fees at power production facilities. 




ORDINANCES

17-060 - 2R. An ordinance amending Chapter 4 of the Independence City Code requiring that when a nonresidential dangerous building is repaired, the exterior must be improved as required by the Unified Development Ordinance.



17-061 - 2R. An ordinance authorizing a contract with the Kansas City Area Transportation Authority for the purpose of providing Inter-City bus services in and to the City of Independence, Inter-City and Intra-City paratransit services and transit management services for the period of July 1, 2017 through June 30, 2018.



17-062 - 2R. An ordinance amending the Unified Development Ordinance, Chapter 14, of the Independence City Code which will require that when a nonresidential dangerous building is repaired, all street facing elevations must be rebuilt with compatible materials and design.



17-063 - 2R. An ordinance authorizing the City Manager to execute a Conduit Space License and Right of Way Access Agreement With Unite Private Networks providing the use of conduit space for the City’s fiber optic cable to connect the water plant.



17-064 - 2R. An ordinance authorizing the borrowing of not to exceed $11,000,000 from the Missouri Development Finance Board in connection with the refinancing of certain costs related to a tax increment financing plan previously approved by the city for an area generally known as Eastland; approving the form of and authorizing the execution of a supplemental financing agreement relating to such project with the Missouri Development Finance Board; providing for the administration of a special allocation fund previously created by the city; and prescribing other matters relating thereto.



17-065 - 2R. An ordinance authorizing the borrowing of not to exceed $2,400,000 from the Missouri Development Finance board in connection with the refinancing of certain costs related to a tax increment financing plan previously approved by the city for an area generally known as Hartman Heritage; approving the form of and authorizing the execution of a supplemental financing agreement relating to such project with the Missouri Development Finance Board; providing for the administration of a special allocation fund previously created by the city; and prescribing other matters relating thereto.



17-066 - 2R. An ordinance adopting the Annual Operating and Capital Budgets of the City of Independence, Missouri, for the Fiscal Year July 1, 2017 - June 30, 2018, estimating the revenues for said fiscal year; appropriating sums for the purposes stated in said budget, establishing operating transfers, designating fund balance allocations, establishing the authorized table of organization, and designating those who may make a requisition for encumbrances against appropriations.



17-067 - 2R. An ordinance estimating revenue and increasing appropriations in the amount of $268,963.11 in the General Fund; estimating revenue and increasing appropriations in the amount of $15,726.18 in the Parks Sales Tax Fund; estimating revenue and increasing appropriations in the amount of $492,332.42 in the Grants Fund; estimating revenue and increasing appropriations in the amount of $75,375.00 in the Police Public Safety Sales Tax Fund; and, increasing appropriations in the amount of $210,626.00 in the Water Fund.

17-070 - 1R. An ordinance amending Chapter 8 Article 6 “Purchases and Sales” Section 2, Section 3, Section 4, and Section 7; and Chapter 20 Article 17 "Bids on Public Works Projects."



17-071 - 1R. An ordinance authorizing a purchase order with Central Plumbing for the potable and non-potable water site piping replacement project at the Rock Creek Wastewater Treatment Plant for the full sum of $646,200.00; authorizing future minor change orders in an amount not to exceed $64,620.00 and/or time extensions; and making the necessary appropriations.

17-073 - 1R.  An ordinance approving the 2017-2021 Consolidated Plan and one year Annual Action Plan for Program Year 43, Annual Action Plan for the CDBG and home programs, authorizing applications to the department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) Program Year 43 and the Home Investment Partnerships Act (HOME) Program Year 23; authorizing execution of a written agreement and acceptance of CDBG and Home Program Funds under the Housing and Community Development Act of 1974; and making the necessary appropriations.



17-074 - 1R. An ordinance authorizing a contract with Missouri City Acquisition, LLC, for the Missouri City Power Plant sale, demolition and remediation project, in an amount not to exceed $9,765,000.00; and making the necessary appropriations.



17-505 - 1R. An ordinance authorizing Change Order No. 1 to the contract with Kansas City Area Transportation Authority for the purpose of providing Inter-City bus services in and to the City of Independence, Inter-City and Intra-City paratransit services and transit management services for the period of July 1, 2016 through June 30, 2017 to increase the contract amount by $100,000 to pay for additional paratransit trips, and making the necessary appropriations and declaring an emergency.
