1.

Council action is requested to issue a purchase order in the amount of $147,820.00 to Open Systems International, Inc. for Supervisory Control and Data Acquisition / Energy Management System (SCADA/EMS) control system work for the Power & Light Department.




Resolutions:

17-725 - A resolution appointing Hap Graff to the Tourism Commission of the City of Independence, Missouri.



17-726 - A resolution appointing Sheryl Frank to the Citizens with Disabilities Advisory Board for the City of Independence.



17-727 - A resolution of the Independence City Council approving the Mayor’s appointments to the Board of Directors of the Independence Events Center Community Improvement District.



17-728 - A resolution reappointing Cassy Pollo, Gerald Hancock, and Jeannae Segura-Brown as members of the Japanese Sister City Committee.



17-729 - A resolution updating the Financial Policies for the City of Independence, Missouri.



17-730 - A resolution directing staff to update the Smoke-Free Workplace Policy for the City of Independence employees and visitors.




ORDINANCES

17-032 - 2R. An ordinance terminating and dissolving the Noland Road Auto Plaza Tax Increment Financing Plan, special allocation fund, and the tax increment financing associated therewith, and terminating the designation of the redevelopment area under said plan as a redevelopment area.



17-033 - 2R. An ordinance authorizing a contract with Linaweaver Construction for the 2012 Neighborhood Storm Drainage Project (No. 70131202) for an amount not to exceed $250,635.00, authorizing future minor change orders for an amount not to exceed $25,063.00 and/or time extensions, and adjusting project appropriations.



17-034 - 2R. An ordinance authorizing execution of a contract with Central Industrial Sheet Metal Works, Inc., in an amount not to exceed $206,800.00, for the Blue Valley Masonry Wall Repair project; and authorizing future minor change orders for an amount not to exceed $20,680.00 and/or time extensions.



17-035 - 2R. An ordinance authorizing and directing the City Manager of the City of Independence, Missouri, to sign the addendum to the Fire Service Mutual Aid Agreement between the City of Independence, Missouri, and Fort Osage Fire Protection District to provide for mutual initial response in designated response districts and quadrants.



17-036 - 2R. An ordinance amending the Zoning District Map as to a tract of ground located at 3920 S. Noland Road from District C-1 (Neighborhood Commercial) to District C-2 (General Commercial) in Independence, Jackson County, Missouri.



17-037 - 2R. An ordinance authorizing execution of a contract for the sale of real estate designated as Lot 18 of Pat-Mar Addition, addressed as 10900 E. 8th St. S., and Lot 30 of Fairmount-Highlands, addressed as 11101 E. 6th St. S., and commonly known together as Hink Greenspace, to the United States of America, in exchange for payment in the amount of $25,300.00 and authorizing all actions necessary to consummate said sale.



17-038 - 2R. An ordinance adopting the attached Schedule of Sanitary Sewer Rates, with the first change scheduled for all bills dated July 1, 2017.



17-039 - 2R. An ordinance approving a special use permit to operate a used vehicle sales lot at 1502 E US 24 Highway in Independence, Jackson County, Missouri.



17-040 - 2R. An ordinance amending the Unified Development Ordinance, Chapter 14, of the Independence City Code regarding cellular towers and related facilities.



17-501 - 2R. An ordinance approving an amended final plat of the New Town at Harmony, Plat One, located North of E. Truman Road, between S. Fisher Road and the Little Blue River, in Independence, Jackson County, Missouri; repealing Ordinance 18701, and declaring an emergency. [Vote deferred to April 17, 2017 Council meeting.]

17-041 - 1R. An ordinance vacating a portion of one (1) water line easement north of 37th Terr. and west of Jackson Drive on Sunterra Independence RE, LLC property lying in the northeast quarter of Section 20, Township 49, range 31w, Independence, Jackson County, Missouri.



17-042 - 1R. An ordinance authorizing a contract with Utility Service Company, Inc. to paint the interior and exterior of 35th Street Reservoir and perform associated work for the full sum of $587,300.00; authorizing  future minor change orders in a total amount not to exceed $58,730.00; and/or time extensions.



17-043 - 1R. An ordinance amending Chapter 17 of the Independence City Code, by repealing and replacing Article 5, Management of Public Rights-of-Way, and due to conflicting sections in the Independence City Code, repealing Section 20.19.003, Permitting Provisions for the Construction of New Facilities.



17-044 - 1R. An Ordinance amending the Independence City Code Chapter 1, Article 40. Tourism Commission.



INFORMATION ONLY:
1.

The City Council is expected to convene in an Executive Session at 5:15 pm, Monday, April 17, 2017, in Conference Room A, on matters of sealed proposals and documents, as permitted by Sec. 610.021(12), RSMo.



2.

The regular scheduled Council Meeting on May 1, 2017 has been cancelled.  A Special Meeting has been called for 6:00 p.m., Tuesday, May 2, 2017 to address the business items from the canceled meeting. The special meeting’s agenda will be published on the City’s website and posted separately from this notice. 



3.

The Law Department is providing the following notification to the City Council of the claims paid and received during March, 2017.



4.

The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Highways and Transportation Commission in the amount of $800, for the Police Department. These funds will be used to reimburse police officers for overtime worked while enforcing traffic laws pertaining to speed,aggressive driving, DWI, seat belt and child safety restraint.
