Reports and Recommendations of the City Manager
1.

Council action is requested on the application received from 1415 Lexington LLC to transfer the existing Intoxicating Liquor in the Original Package License and Sunday Sales License for the 24 Hwy Liquors convenience store at 16820 E. US 24 Highway as the new operator of this establishment.



2.

Council action is recommended to issue a purchase order to Pomeroy IT Solutions, in the amount of $52,273.00 to provide additional in-car video and crime scene photo storage for new police vehicles for the Police Department.



3.

Council action is requested to issue a purchase order in the amount of $86,710.00 to TesTex, Inc. for the Non-Destructive Examination of Blue Valley Units 1 & 2 for the Power & Light Department.



4.

Council action is requested to issue a purchase order in the amount of $154,280.00 to The Wilson Group Group for renovation of the administrative office area in Fire Station One.  Expenditures will not exceed budgeted amounts.



5.

Council action is requested to issue a purchase order to Power Engineers, in the amount of $105,405.00, for the outstanding Cityworks development needs for the Production Facility at Power & Light.



6.

Council action is recommended to enter into a price agreement (146-17) with Mississippi Lime Company for Rotary Kiln Lime for the Water Department for the period of April 4, 2017, through March 31, 2018. At the sole option of the City, the agreement may be renewed for two, one-year periods. Expenditures will not exceed budgeted amounts.



7.

Council action is recommended to enter into a price agreement (195-17) with D & S Callahan Construction for street cut repairs for the period of April 4, 2017 through March 31, 2018. This agreement contains two, one-year renewal options. Expenditures will not exceed budgeted amount.




Resolutions:

17-718 - A resolution amending the Pay Plan for Non-Represented City Employees as enumerated herein on and after the 20th day of March 2017; add one (1) class title.



17-719 - A resolution adopting Findings of Fact and Conclusions of Law supporting the decision of the City Council of the City of Independence, Missouri, to suspend the business license of the Budget Motor Inn located at 9300 E. U.S. 40 Highway.



17-720 - A resolution providing free rides for veterans on the IndeBus System.




ORDINANCES

17-020 - 2R. An ordinance authorizing a contract with Shockey Consulting Services for public engagement services for an amount not to exceed $50,085.00, in coordination with the Comprehensive Plan update beginning March 20, 2017 through completion of the process. 



17-021 - 2R. An ordinance amending Chapter 9 of the “Code of the City of Independence, Missouri”, to provide for the issuance of fireworks stands licenses in 2017, to amend the time for license issuance in future years, and to limit organizations to one application submittal per year.



17-022 - 2R. An ordinance finding, determining and declaring the necessity of acquiring real property for the Jackson Drive Extension from M-78 Highway to Truman Road Project (No. 70110606); authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.



17-023 - 2R. An ordinance approving a major change to a condition of the Preliminary Development Plan for Peregrine Valley, located south of E. Truman Road, west of Ranson Street and east of Van Maele Road in Independence, Jackson County, Missouri.



17-024 - 2R. An ordinance amending the Zoning District Map as to tract of ground located at 622 S. Crysler Avenue from District R-18/PUD (Moderate Density Residential/Planned Unit Development) to District R-30/PUD (High Density Residential/Planned Unit Development) and approving a Preliminary Development Plan, in Independence, Jackson County, Missouri.



17-025 - 2R. An ordinance authorizing a contract with the firm of Superior Bowen Asphalt for the 2017 Asphalt Overlay Project (No. 70111701), for an amount not to exceed $5,559,488.25; and authorizing administrative approval of change orders not to exceed $250,000.00 and/or time extensions; and making the necessary appropriations.

An ordinance authorizing a contract with Midwest Storm Restoration for the Roof Replacement Project at the Rock Creek Wastewater Treatment Plant, the Rock Creek Pump Station and the Sugar Creek Pump Station for the full sum of $370,124.00; authorizing future minor change orders in an amount not to exceed $37,012.00 and/or time extensions; and making the necessary appropriations.

17-500 - 1R. An ordinance extending an existing Project Management Agreement with Dogwood Power Management, LLC for managing the operations and maintenance of the Dogwood Energy Facility; and declaring an emergency.
