Reports and Recommendations of the City Manager
1.

Approval is requested to accept the proposal submitted from Philadelphia Insurance Companies by Lockton Companies, Inc. for a liability insurance program for the Silverstein Eye Centers Arena, effective, February 22, 2017, with an estimated annual premium of $59,500.



2.

Council action is recommended to issue a purchase order to Tyler Technologies Inc, in the amount of $126,679.00 for a E-CAD (Computer Aided Dispatch) software upgrade for the Police and Fire Departments.




Resolutions:

17-712 - A resolution amending the Pay Plan for Non-Represented City Employees as enumerated herein on and after the 21st day of February 2017; add one (1) class title; reclassify and change grade of one (1) class title.



17-713 - A resolution appointing John Goldesberry to the City Planning Commission of the City of Independence, Missouri. [Requested by Councilmember Van Camp]



17-714 - A resolution appointing Jacqueline Sommer to the City Planning Commission of the City of Independence, Missouri.




ORDINANCES

17-005 - 2R. An ordinance amending the Zoning District Map as to tract of ground located at 15702 E. Truman Road from District R-12 (Two-Family Residential) to District C-2 (General Commercial) in Independence, Jackson County, Missouri. [Bill postponed from January 17, 2017 Council Meeting.] [Staff recommends this item be postponed to the March 6, 2017 Council Meeting at the request of the District 2 Council Member.] [Postponed to May 1, 2017 Council Meeting.]



17-009 - 2R. An ordinance authorizing a contract with V.F. Anderson Builders for the 2012 Neighborhood Storm Drainage Project (No. 70131202) for an amount not to exceed $242,465.00, authorizing future minor change orders for an amount not to exceed $24,246.00 and/or time extensions, and adjusting project appropriations.



17-010 - 2R. An ordinance authorizing a change to the amount of consumption a residential sewer customer is billed for, when no history is available for that customer, to a set 6 ccf (hundred cubic feet) per month.



17-011 - 2R. An ordinance finding, determining and declaring the necessity of acquiring general utility easements and temporary construction and grading easements for the Drumm and Crane Storm Drainage Improvements Project (No. 70131504); authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project. 



17-012 - 1R. An ordinance amending Ordinance No. 18551, by revising general utility easements and temporary construction and grading easements on two (2) existing parcels for the Griffith Place Storm Drainage Improvement Project (No. 70131301), in order to acquire necessary easements for the construction of said project.



17-013 - 2R. 17-014 - 2R. An ordinance authorizing execution of a contract for the sale of real estate designated as East Hollywood Lots 132 & 133, addressed as 9807 E. 35th Terrace, and commonly known as Pitcher Greenspace; in exchange for payment of $5,000.00 and authorizing all actions necessary to consummate said sale.



17-015 - 2R. An ordinance authorizing the City Manager to sign and execute a contract for engineering services with Affinis Corporation for the Sidewalks to Schools Project (No. 70110808) at Korte and at Three Trails Schools, for an amount not to exceed $112,135.00, and authorizing the City Manager to approve minor change orders for an amount not to exceed $11,213.00 and/or time extensions.



17-016 - 2R. An ordinance authorizing a “Contract for License of Independence Square Public Area for Santa-Cali-Gon Festival” with the Independence Chamber of Commerce, in connection with the Santa-Cali-Gon Festival from August 31, 2017 through September 4, 2017.

17-017 - 1R. An ordinance approving a second amendment to the 2016-2017 Annual Action Plan for the CDBG and HOME programs, authorizing a revised application to the Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) program year 42 and the Home Investment Partnerships Act (HOME) program year 22; amending Ordinance No. 18572 and 18632 to reflect the change; and making the necessary appropriations.



17-018 - 1R. An ordinance authorizing the City Manager to sign and execute a contract with Shafer, Kline & Warren, Inc. for engineering services for the Noland and Fair Intersection Improvements Project (No. 70111305) for an amount not to exceed $68,788.80, authorizing the City Manager to approve minor change orders for an amount not to exceed $6,878.00 and/or time extensions, and increasing project appropriations.



17-019 - 1R. An ordinance amending Chapter 3 “Animals and Fowl", of the Independence City Code.



INFORMATION ONLY:

The Law Department is providing the following notification to the City Council of the claims paid and received during January, 2017.



2.

The City Clerk has received notification that the City Manager has accepted a grant from the Mid-America Regional Council in the amount of $18,000.00, for the Community Development Department. These funds will be used to advance detailed local planning support of the 24 Highway Fairmount Business District Plan project.



3.

The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Highways and Transportation Commission in the amount of $1,000.00, for the Police Department. These funds will be used to reimburse police officers for overtime worked while enforcing traffic laws pertaining to speed,aggressive driving, DWI, seat belt and child safety restraint.
