Reports and Recommendations of the City Manager
1.

Council action is recommended to approve a change order to the contract between the City and Berry, Dunn, McNeil, and Park, LLC. in the amount of $268,206 to provide implementation services management of the Tyler Munis Enterprise Resource Planning (ERP) financial and human resources software system.



2.

Council action is requested on the application received from JD Biz, LLC for a Tavern Intoxicating Liquor by Drink License and Sunday Sales License for the Bluetip Tavern located at 2411 MO 291 Unit C.



3.

Council action is recommended to issue a purchase order for a John Deere 444K Wheel Loader in the amount of $106,407.96 from Murphy Tractor & Equipment Company for the Water Department.



4.

Council action is recommended to issue a contract to Tyler Technologies, Inc. in the amount of $5,053,579 for the purchase and implementation of Tyler Munis Enterprise Resource Planning (ERP) financial and human resources software system.




Resolutions:

17-777 - A resolution to authorize the City Manager to seek future opportunities to acquire rights to provide electric service to the Courtney Bend Water Treatment Plant. [Requested to Councilmember Roberson]



17-778 - A resolution approving a preliminary plat of Remington Villas, 4th Plat, located at 19111 E. 19th Street Court S., in Independence, Jackson County, Missouri.



17-779 - A resolution establishing the Bargaining Unit Pay Plan for city employees as enumerated herein on the 5th day of September 2017.



17-780 - A resolution Creating the Downtown Redevelopment Coordinating Committee.



17-781 - A resolution enabling the City of Independence, Missouri, to join “Show Me PACE” pursuant to state statute, and stating the terms under which the city will conduct activities as a member of such district.



17-782 - A resolution amending Resolution No. 5941 of the City of Independence, Missouri, to allow qualified owners of residential property access to property assessed clean energy financing through the Missouri Clean Energy District.

17-094 - 2R. An ordinance approving a Special Use Permit to operate a car wash business at 4242 S. Noland Road in Independence, Jackson County, Missouri.



17-095 - 2R. An ordinance approving a Special Use Permit to operate a telecommunication facility at 10841 E. 28th Street S. in Independence, Jackson County, Missouri.



17-096 - 2R. An ordinance finding, determining and declaring the necessity of acquiring permanent sidewalk easements for the Englewood Streetscape Improvements Phase 3 Project (No. 70511503); authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.



17-097 - 2R. An ordinance vacating a utility easement on Lot 26, Block 3, Glen Ridge being a subdivision located in Independence, Jackson County, Missouri.



17-098 - 2R. An ordinance repealing Ordinance No. 17174 passed on November 3, 2008 by the City Council.



17-099 - 2R. An ordinance appropriating funds in the Sanitary Sewer Fund for bond financed capital projects.

17-090 - 1R. An ordinance approving a special use permit to operate a used vehicle sales lot at 3816 S Appleton Ave and 10812 E 39th Street in Independence, Jackson County, Missouri. [Postponed from August 7, 2017 Council meeting.]

An ordinance authorizing the City Clerk to do all things necessary for the holding of a primary and general city election within the City of Independence, Missouri, in compliance with the charter adopted by said city, as amended, and all state laws in reference thereto, and to certify to the Jackson County board of election commissioners all names of candidates properly presented by petitions under the charter and for the holding of a primary election on February 6, 2018, and a general election on April 3, 2018.



17-103 - 1R. An ordinance appropriating $200,000 from the Unassigned Fund Balance of the General Fund; and authorizing a contract with Tyler Technologies for municipal court case management software system.



17-510 - 1R. An ordinance amending Chapter 9 of the Code of the City of Independence, Missouri to permit certain fireworks; and declaring an emergency. [Requested by Councilmember Dougherty]
