CONSENT AGENDA
Reports and Recommendations of the City Manager
1.

Council action is recommended to issue a purchase order to Gallagher Benefit Services, Inc, in the amount of $84,275.00  for a Classification and Compensation Study.



2.

Council action is requested to approve a design-build contract with Superior Bowen Asphalt Company for an amount not to exceed $967,946.30 for the Intersection Improvements Phase 2 Project (No. 70111603).



3.

Council action is requested to enter into a price agreement (372-17) with The Standard for providing Life, Accidental Death & Dismemberments (AD&D) and Long-Term Disability (LTD) insurance for the period of January 1, 2018, through December 31, 2018. The agreement may be renewed for three, one year periods, as well as an optional fourth year period.



4.

Council action is recommended to issue a purchase order for the proposed surveying/engineering design and plan development plan of Olsson Associates for storm drainage improvements in the Rock Creek watershed in the amount of $90,390.00 for the Water Pollution Control Department, Storm Water Division.

17-759 - A resolution to request reallocation or distribution of City of Independence designated funds managed by the Truman Heartland Community Foundation.



17-760 - A resolution for citywide adoption of the Communication Plan.



17-761 - A resolution amending the Pay Plan for Non-Represented City Employees as enumerated herein on and after the 7th day of August 2017; add two (2) position titles; Fleet Manager and Museum Collections Manager and reclassify one (1) position title, Museum Operations Manager to Visitor Services Coordinator.



17-762 - A resolution appointing Andrew M. Boatright, Power & Light Acting Director, as a Director of the Missouri Joint Municipal Electric Utility Commission (MJMEUC) Governing Board, and Randy Hughes, Economic Planning & Rates Manager, as an Alternate Director to that board, and repealing Resolution No. 6046 and all other resolutions and parts of resolutions in conflict herewith.

ORDINANCES

17-084 - 2R. An ordinance authorizing acceptance of the 2017 Midwest High Intensity Drug Trafficking Area (HIDTA) Memorandum of Understanding (MOU) for the DEA Task Force initiative, and related documents, with the Kansas Bureau Of Investigation, for a grant award in the amount of $146,166.00; making the necessary appropriations; authorizing future change orders for additional funding and/or time extensions; and authorizing certain future appropriations.

17-507 - 1R. An ordinance amending the work agreement with the Communications Workers Of America, Local # 6360, by amending; Article 17, Section 1. Appendix B wage schedule for Telecommunicator, Telecommunicator I, and Telecommunicator II; and Article 17, Section 4. longevity pay from an annual pay of 0.4% to 0.5% per year of service to be retroactive to July 1, 2017; and declaring an emergency.

INFORMATION ONLY:
1.

The City Council will consider amendments to the Council Rules of Procedure at the August 21, 2017, Regular Meeting.



2.

The City Clerk has received notification that Mayor Weir has reappointed Gerald Hancock and appointed Herbert Bankston as members of the Housing Authority Commissioners to serve for terms expiring September 5, 2021, or until duly succeeded by another person, properly qualified and appointed.



3.

The City Clerk has received notification that Mayor Weir has appointed Jack Cardwell and Tim Watkins as members of the Jackson County Animal Welfare Committee to serve for a term expiring August 26, 2019, or until duly succeeded by another person, properly qualified and appointed.



4.

The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Department of Health and Senior Services in the amount of $5,000, for the Health Department. These funds will be used for assessing current wellness policies and determine ways to improve the programs and promote better student and staff health for two schools in Independence.
