CONSENT AGENDA
Reports and Recommendations of the City Manager
1.

Council action is requested on the application received from 1415 Lexington LLC to transfer the existing Intoxicating Liquor in the Original Package License and Sunday Sales License for the 24 Hwy Liquors convenience store at 16820 E. US 24 Highway as the new operator of this establishment. [Postponed from March 20, 2017 Council Meeting.]



2.

Council action is recommended to enter into price agreement (361-17) with Green Thumb Lawn Service LLC for mowing services for the Public Works and Water Department. This is a one-year agreement with two, one-year renewal options. Expenditures will not exceed budgeted amounts.



3.

Council action is requested to issue a purchase order to Motorola Solutions in the amount of $70,603.94 for new radio equipment for the Fire Department.  Expenditures will not exceed budgeted amounts.



4.

Council action is requested to issue a purchase order to Midwest Storm Restoration in the amount of $370,124.00 for the roof replacement project at the Rock Creek Wastewater Treatment Plant, the Rock Creek Pump Station and the Sugar Creek Pump Station for the Water Pollution Control Department.  Expenditures will not exceed budgeted amounts.



5.

Council action is recommended to issue a purchase order to The Wilson Group Inc, in the amount of $50,719.03  to replace sludge control house roofs for the Water Department.



6.

Council action is recommended to enter into a price agreement (132-17) with Schulte Supply, Ferguson Waterworks, Blue Springs Winwaterworks, and HD Supply Waterworks for valves for the period of May 1, 2017, through April 30, 2018, with two, one-year renewal periods.  Expenditures will not exceed budgeted amounts.



7.

Council action is recommended to enter into a price agreement (101-17) with Neptune Technology Group Inc. for water meters and parts for the period of April 4, 2017, through March 31, 2018. At the sole option of the City, this agreement may be renewed for up to two, one-year periods. Expenditures will not exceed budgeted amounts.




Resolutions:

17-722 - A resolution appointing Mayor Eileen N. Weir as the city’s representative on the Kansas and Missouri Metropolitan Culture District Commission, also known as the Bi-State Commission.



17-723 - A resolution affirming Councilmember appointment of Elmer Falls, Jr. to the Independence Park Commission for the City of Independence, Missouri.



17-724 - A resolution reappointing Karen Mehl to be a city representative and reappointing Thomas Dzedkunskas to be an alternate city representative on the Jackson County Board of Equalization when said board is considering assessments of property within the City of Independence.

17-026 - 1R. An ordinance authorizing a contract with Midwest Storm Restoration for the Roof Replacement Project at the Rock Creek Wastewater Treatment Plant, the Rock Creek Pump Station and the Sugar Creek Pump Station for the full sum of $370,124.00; authorizing future minor change orders in an amount not to exceed $37,012.00 and/or time extensions; and making the necessary appropriations. [Postponed from March 20, 2017 Council Meeting.]



17-032 - An ordinance terminating and dissolving the Noland Road Auto Plaza Tax Increment Financing Plan, special allocation fund, and the tax increment financing associated therewith, and terminating the designation of the redevelopment area under said plan as a redevelopment area.



17-033 - 1R. An ordinance authorizing a contract with Linaweaver Construction for the 2012 Neighborhood Storm Drainage Project (No. 70131202) for an amount not to exceed $250,635.00, authorizing future minor change orders for an amount not to exceed $25,063.00 and/or time extensions, and adjusting project appropriations.



17-034 - 1R. An ordinance authorizing execution of a contract with Central Industrial Sheet Metal Works, Inc., in an amount not to exceed $206,800.00, for the Blue Valley Masonry Wall Repair project; and authorizing future minor change orders for an amount not to exceed $20,680.00 and/or time extensions.



17-035 - 1R. An ordinance authorizing and directing the City Manager of the City of Independence, Missouri, to sign the addendum to the Fire Service Mutual Aid Agreement between the City of Independence, Missouri, and Fort Osage Fire Protection District to provide for mutual initial response in designated response districts and quadrants.



17-036 - 1R. An ordinance amending the Zoning District Map as to a tract of ground located at 3920 S. Noland Road from District C-1 (Neighborhood Commercial) to District C-2 (General Commercial) in Independence, Jackson County, Missouri.



17-037 - 1R. An ordinance authorizing execution of a contract for the sale of real estate designated as Lot 18 of Pat-Mar Addition, addressed as 10900 E. 8th St. S., and Lot 30 of Fairmount-Highlands, addressed as 11101 E. 6th St. S., and commonly known together as Hink Greenspace, to the United States of America, in exchange for payment in the amount of $25,300.00 and authorizing all actions necessary to consummate said sale.



17-038 - 1R. An ordinance adopting the attached Schedule of Sanitary Sewer Rates, with the first change scheduled for all bills dated July 1, 2017.



17-039 - 1R. An ordinance approving a special use permit to operate a used vehicle sales lot at 1502 E US 24 Highway in Independence, Jackson County, Missouri.



17-040 - 1R. An ordinance amending the Unified Development Ordinance, Chapter 14, of the Independence City Code regarding cellular towers and related facilities.



17-501 - 1R. An ordinance approving an amended final plat of the New Town at Harmony, Plat One, located North of E. Truman Road, between S. Fisher Road and the Little Blue River, in Independence, Jackson County, Missouri; repealing Ordinance 18701, and declaring an emergency. [Motion made to defer vote on item until the April 17, 2017 Council meeting.]



17-502 - 1R. An ordinance approving a final plat of Trinity Woods, Lots 1 and 2 And Tract A, located east of E. 42nd Street and E. Trinity Place, and south of Interstate 70, in Independence, Jackson County, Missouri; and declaring an emergency.
