CONSENT AGENDA
Reports and Recommendations of the City Manager
1.

A request for Council approval to authorize the City Manager to direct the Police Department to submit applications and participate in the 2017/2018 DWI Enforcement Grant as provided through the Missouri Department of Transportation, Highway Safety Division.



2.

A request for Council approval to authorize the City Manager to direct the Police Department to submit applications and participate in the 2017/2018 Hazardous Moving Violation grant as provided through the Missouri Department of Transportation, Highway Safety Division.



3.

A request for Council approval to authorize the City Manager to direct the Police Department to submit applications and participate in the 2017/2018 Occupant Protection grant as provided through the Missouri Department of Transportation, Highway Safety Division.



4.

Council action is requested to issue a purchase order in the amount of $124,293.00 to Siemens Energy for Blue Valley Plant pump and valve repairs for the Power & Light Department.



5.

Council action is recommended to issue a purchase order to World Wide Technology, in the amount of $181,684.00 to provide Data 911 mobile computers and Data 911 mobile camera systems for new police vehicles for the Police Department.



6.

Council action is recommended to enter into price agreements (102-17) with Blue Springs Winwaterworks, Ferguson Enterprises, Schulte Supply Inc., and HD Supply Waterworks for Cast Ductile Iron Pipe and Fittings for the period of March 7, 2017 through February 28, 2018.  This agreement contains two, one-year renewal options.  Expenditures will not exceed budgeted amount.



7.

Council action is requested to issue a purchase order to Motorola Solutions in the amount of $51,600 for the purchase of new radio equipment for the Police Department.



8.

Council action is requested to issue a purchase order, in the amount of $1,133,280.00, to SPX Transformer Solutions for replacement transformers for Substation I for the Power & Light Department.



9.

Council action is requested to issue a purchase order in the amount of $70,220.00 to Black & McDonald for the installation of a replacement Uninterruptable Power Supply (UPS) system for the Power & Light Department.




ORDINANCES

17-017 - 2R. An ordinance approving a second amendment to the 2016-2017 Annual Action Plan for the CDBG and HOME programs, authorizing a revised application to the Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) program year 42 and the Home Investment Partnerships Act (HOME) program year 22; amending Ordinance No. 18572 and 18632 to reflect the change; and making the necessary appropriations.



17-018 - 2R. An ordinance authorizing the City Manager to sign and execute a contract with Shafer, Kline & Warren, Inc. for engineering services for the Noland and Fair Intersection Improvements Project (No. 70111305) for an amount not to exceed $68,788.80, authorizing the City Manager to approve minor change orders for an amount not to exceed $6,878.00 and/or time extensions, and increasing project appropriations.

17-020 - 1R. An ordinance authorizing a contract with Shockey Consulting Services for public engagement services for an amount not to exceed $50,085.00, in coordination with the Comprehensive Plan update beginning March 20, 2017 through completion of the process. 



17-021 - 1R. An ordinance amending Chapter 9 of the “Code of the City of Independence, Missouri”, to provide for the issuance of fireworks stands licenses in 2017, to amend the time for license issuance in future years, and to limit organizations to one application submittal per year.



17-022 - 1R. An ordinance finding, determining and declaring the necessity of acquiring real property for the Jackson Drive Extension from M-78 Highway to Truman Road Project (No. 70110606); authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.



17-023 - 1R. An ordinance approving a major change to a condition of the Preliminary Development Plan for Peregrine Valley, located south of E. Truman Road, west of Ranson Street and east of Van Maele Road in Independence, Jackson County, Missouri.



17-024 - 1R. An ordinance amending the Zoning District Map as to tract of ground located at 622 S. Crysler Avenue from District R-18/PUD (Moderate Density Residential/Planned Unit Development) to District R-30/PUD (High Density Residential/Planned Unit Development) and approving a Preliminary Development Plan, in Independence, Jackson County, Missouri.



17-025 - 1R. An ordinance authorizing a contract with the firm of Superior Bowen Asphalt for the 2017 Asphalt Overlay Project (No. 70111701), for an amount not to exceed $5,559,488.25; and authorizing administrative approval of change orders not to exceed $250,000.00 and/or time extensions; and making the necessary appropriations.



17-716 - 1R. An ordinance approving a final plat of Voorheis Vale PUD, 10th Plat, Lots Q4-L, and Q4-R, located at 4724/4726 S. Union Avenue, in Independence, Jackson County, Missouri; and declaring an emergency.

INFORMATION ONLY:

The Council is expected to convene in an Executive Session at 5:15 pm, Monday, March 6, 2017, prior to the Council Meeting, in Conference Room A, on matters of labor negotiations, as permitted by Section 610.021 (9), RSMo.



2.

UDO Amendment #27, an amendment to the Wireless Communication Facilities regulations, was advertised for a public hearing at the February 14, 2017 Planning Commission meeting and the March 6, 2017 City Council meeting.  At the February 14 Planning Commission meeting, the Commission voted to continue its public hearing to the March 14, 2017 Planning Commission Meeting.  As such, the March 6, 2017 City Council public hearing on this item is continued to the April 3, 2017 City Council meeting. 



3.

The City Clerk has received notification that the City Manager has accepted a grant from the Christopher & Dana Reeve Foundation in the amount of $6,669.00, for the Parks Recreation and Tourism Department. These funds will be used to purchase a NuStep T5 XR cross trainer for the Roger T. Sermon Community Center.



4.

The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Department of Health and Senior Services in the amount of $8,899.00, for the Health Department. These funds will be used toward achieving public health and healthcare preparedness capabilities and promote prepared and resilient communities.
