Reports and Recommendations of the City Manager
1.

Acceptance of Annual Financial Statements for the Year Ending June 30, 2016.



2.

Council action is requested to enter into a price agreement (203-17) with Vance Brothers to provide hot mix asphaltic concrete for the Public Works Department for the period March 1, 2017, through February 28, 2018, with option to renew for up to four additional one-year periods. Expenditures will not exceed budgeted amounts.

17-705 - A resolution appointing Sarah Mudd to the Citizens with Disabilities Advisory Board for the City of Independence.



17-706 - A resolution appointing Kevin Kunkelman as a member of the Human Relations Commission of the City of Independence, Missouri.



17-707 - A resolution appointing Kristy DeMeyer as a member of the Japanese Sister City Committee.



17-708 - A resolution reappointing James Allen and appointing Jodi Krantz to the Tourism Commission of the City of Independence, Missouri.



17-709 - A resolution amending Resolution No. 5771 to change the employee group representatives for the City Employees’ Staywell Health Advisory Committee.



17-710 - A resolution accepting the Midtown/Truman Road Corridor Redevelopment Corporation 2017 Annual Budget.



17-711 - A resolution allocating $50,000.00 of Council Goals Funds for the demolition of dangerous buildings.



17-712 - A resolution adopting the 2017–2021 Strategic Plan for the City of Independence and repealing Resolution No. 5879.




ORDINANCES

17-007 - 2R. An ordinance authorizing a contract with First Transit, Inc. in an amount not to exceed $1,358,543.03 for the operation and management of the intra-city bus service known as Indebus within the City of Independence, July 1, 2017 through June 30, 2018.



17-008 - 2R. An ordinance authorizing Change Order No. 1 to the contract with Wiedenmann Construction for the 18th and Evanston Sanitary Sewer and Water Line Improvements Project (No. 70301301) for an amount not to exceed $190,800.00; and making the necessary appropriations.

17-009 - 1R. An ordinance authorizing a contract with V.F. Anderson Builders for the 2012 Neighborhood Storm Drainage Project (No. 70131202) for an amount not to exceed $242,465.00, authorizing future minor change orders for an amount not to exceed $24,246.00 and/or time extensions, and adjusting project appropriations.



17-010 - 1R. An ordinance authorizing a change to the amount of consumption a residential sewer customer is billed for, when no history is available for that customer, to a set 6 ccf (hundred cubic feet) per month.



17-011 - 1R. An ordinance finding, determining and declaring the necessity of acquiring general utility easements and temporary construction and grading easements for the Drumm and Crane Storm Drainage Improvements Project (No. 70131504); authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project. 



17-012 - 1R. An ordinance amending Ordinance No. 18551, by revising general utility easements and temporary construction and grading easements on two (2) existing parcels for the Griffith Place Storm Drainage Improvement Project (No. 70131301), in order to acquire necessary easements for the construction of said project.



17-013 - 1R. An ordinance finding, determining and declaring the necessity of acquiring general utility easements and temporary construction and grading easements for the Stone at Liberty Storm Drainage Improvement Project (No. 70131402); authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.



17-014 - 1R. An ordinance authorizing execution of a contract for the sale of real estate designated as East Hollywood Lots 132 & 133, addressed as 9807 E. 35th Terrace, and commonly known as Pitcher Greenspace; in exchange for payment of $5,000.00 and authorizing all actions necessary to consummate said sale.



17-015 - 1R. An ordinance authorizing the City Manager to sign and execute a contract for engineering services with Affinis Corporation for the Sidewalks to Schools Project (No. 70110808) at Korte and at Three Trails Schools, for an amount not to exceed $112,135.00, and authorizing the City Manager to approve minor change orders for an amount not to exceed $11,213.00 and/or time extensions.



17-016 - 1R. An ordinance authorizing a “Contract for License of Independence Square Public Area for Santa-Cali-Gon Festival” with the Independence Chamber of Commerce, in connection with the Santa-Cali-Gon Festival from August 31, 2017 through September 4, 2017.
