Reports and Recommendations of the City Manager
1.

Council action is requested on the application received from Jay Mavdi 1, LLC, to transfer the existing Intoxicating Liquor in the Original Package License, Sunday Sales License and Liquor Tasting License for Crown Liquor #3 located at 3900 S. Noland Road to the new operator of this establishment [Item postponed from December 19, 2016 Council Meeting. Motion made to postpone to January 17, 2017 Council Meeting.]



2.

Council action is requested to enter into a price agreement  (130-16) with Matheson Gas, for welding and specialty gases for use by various departments for the period January 4, 2017, through December 31, 2017, with five, one-year renewal options.  Expenditures will not exceed budgeted amounts.



3.

Council action is requested to issue a purchase order, in the amount of $58,188.98, to Kenton Brothers for the installation of security cameras at Sub Station I for the Power & Light Department. This purchase is per the Jackson County cooperative contract 4-12.




Resolutions:

17-701 - A resolution reappointing Dee Pack, Karen Downey, and Gerry Winship to the Board of Directors of the Noland Road Community Improvement District.



17-702 - A resolution approving a preliminary plat of Trinity Woods, located generally south of Interstate 70 between the Little Blue Parkway and the eastern city limits, in Independence, Jackson County, Missouri.



17-703 - A resolution affirming and making appointments to the Streets Sales Tax Renewal Evaluation Committee.




ORDINANCES

16-142 - 2R. An ordinance amending the Stay Well Open Access Health Care Plans 1 and 2 document to add the ability to fill a 90 day supply of maintenance prescriptions at certain contracted retail pharmacies effective February 1, 2017.



16-144 - 2R. An ordinance authorizing a contract with Pyramid Excavation and Construction for the M-78 and Truman Road Intersection Improvements Project (No. 70111307) for an amount not to exceed $1,761,682.35, authorizing future minor change orders for an amount not to exceed $176,100.00 and/or time extensions, and increasing project appropriations.

An ordinance authorizing a contract with Westland Construction, Inc., in the amount of $576,975.00; for the installation of pipe and water main on Truman Rd., from Yuma Ave. to Alexander Rd.; and authorizing future minor change orders not to exceed $57,697.00; and /or time extensions; and to appropriate $84,672.00 from the water fund's net assets.



17-002 - 1R. An ordinance approving an amended and restated agreement for TIF obligations under assignment between the City of Independence and Eastland Senior Apartments, Inc., related to the development of Lot 13 of the Eastland Tax Increment Financing Project.



17-003 - 1R. An ordinance approving a Special Use Permit for a wireless telecommunications facility at 19909 E. 39th Street S. in Independence, Jackson County, Missouri.



17-004 - 1R. An ordinance vacating all that portion of a platted utility easement located entirely within Lot 2 Jackson Business Park, a subdivision in Independence, Jackson County, Missouri.



17-005 - 1R. An ordinance amending the Zoning District Map as to tract of ground located at 15702 E. Truman Road from District R-12 (Two-Family Residential) to District C-2 (General Commercial) in Independence, Jackson County, Missouri.



17-006 - 1R. An ordinance increasing appropriations in the amount of $75,000.00 in the Tourism Fund Fiscal Year 2016-2017 Operating Budget for the Parks/Recreation/Tourism Department for the purpose of historic site maintenance.

The City Council is expected to convene in an Executive Session at 5:30 pm, Tuesday, January 3, 2017, in Conference Room A, on matters of litigation, as permitted by Sec. 610.021(1), RSMO.



2.

The City Clerk has received notification that the City Manager has accepted a grant from the Organized Crime Drug Enforcement Task Forces (OCDETF) in the amount of $7,500.00, for the Police Department. These funds will be used to for the purpose of overtime funding for detectives to continue assisting on an investigation led by OCDETF.
