A public hearing for the application by the City of Independence to rezone the property at 2133 S. Norwood Avenue from C-2 (General Commercial) to R-6 (Single-Family Residential). New Information Only [Bill No. 16-137]





CONSENT AGENDA
Reports and Recommendations of the City Manager
1.

Council action is recommended to issue a purchase orders to Mobile Hydraulics Equipment Company, in the amount of $51,900.00 to provide and install a 3-in-1 Power Source Multi-Power Pack for the Water Department.



2.

Council action is recommended to issue a purchase order to Management Partners in the amount of $79,080.00, to perform a financial risk assessment and utility management audit for the Power & Light Department.



3.

Council action is recommended to enter into a price agreement (180-16) with Kriz-Davis for LED’S, Luminaires & Photo Cells for the Power & Light Department for the period of December 6, 2016 through June 30, 2017. The agreement contains two, one-year renewal options. Expenditures will not exceed budgeted amounts.



4.

Council action is recommended to continue contracting with LiftOff LLC, for subscription services for the City’s cloud-based email system, Microsoft Exchange Online.



5.

Council action is requested to issue a purchase order to Peaker Services, in the amount of $76,000.00, to upgrade the current Woodward 505 governor controls on Blue Valley Units #1 and #2 with an accurate governor valve position feedback control loop. Expenditures will not exceed budgeted amounts.




Resolutions:

16-798 - A resolution creating a nine member citizens Streets Sales Tax Renewal Evaluation Committee; defining the purpose and duties of the committee; and providing for its organization and plan of operation.



16-799 - A resolution affirming reappointment of Jolie Austin to the Independence Park Commission for the City of Independence, Missouri.



16-800 - A resolution adopting the 2017 State Legislative Policy.




ORDINANCES

16-126 - 2R. An ordinance amending Ordinance No. 18449 to transfer Power & Light Department funding in the amount of $96,813.00 from the Blue Valley Ash Pond Closure Capital Project to the Blue Valley Ash Pond Closure Design Project in order to provide engineering support due to an increased construction schedule.



16-127 - 2R. An ordinance authorizing an agreement with the Missouri Highways and Transportation Commission for the Public Transit Operating Assistance Grant in the amount of $25,003.00 for operating expenses associated with the Intra-City transit service known as IndeBus for the period July 1, 2016 through June 30, 2017; and making the necessary appropriations.



16-128 - 2R. An ordinance amending Article 9 of Chapter 1 of the Independence City Code to revise the requirement for background checks for coaches of youth athletic teams involved with city facilities.



16-129 - 2R. An ordinance declaring East Hollywood Lots 132 & 133, addressed as 9807 E. 35th Terrace, and commonly known as Pitcher Greenspace, as surplus property; and authorizing the disposition of said property in accordance with Chapter 20 of the City Code.



16-130 - 2R. An ordinance amending the Unified Development Ordinance, Chapter 14, of the Independence City Code, relating to pawnshop permit requirements.

16-134 -1R. An ordinance amending Ordinance No. 18672 by correcting the legal description for the area of utility easement to be vacated.



16-135 - 1R. An ordinance amending Chapter 9 of the “Code of the City of Independence, Missouri”, by amending the local amendment to the International Fire Code provision on the number of fireworks stand licenses available for issuance and to eliminate the grandfathering process of issuing licenses to not-for-profit organizations.



16-136 - 1R. An ordinance authorizing a contract with Performance Contracting, Inc. to paint the interior and exterior of Settling Basin No. 3 and associated structures at the Courtney Bend Water Plant for the full sum of $438,464.00; authorizing future minor change orders in a total amount not to exceed $43,846.40; and/or time extensions.



16-137 - 1R. An ordinance amending the zoning district map as to a tract of ground located at 2133 S. Norwood Avenue from District C-2 (General Commercial) to District R-6 (Single-Family Residential) in Independence, Jackson County, Missouri.



16-138 - 1R. An ordinance authorizing final disposition of certain city records that have met all requirements to be eligible for such disposition.

An ordinance authorizing a contract with Mega Industries for the Nativity School Sidewalks to Schools Project (No. 70110808) for an amount not to exceed $283,803.70 authorizing future minor change orders for an amount not to exceed $28,380.00 and/or time extensions, and increasing project appropriations.



16-140 - 1R. An ordinance authorizing the City Manager to sign and execute a contract with Hoefer Wysocki Architects for the Police/Fire Communications Center Project (No. 70571601) for an amount not to exceed $442,500.00; authorizing the City Manager to approve minor change orders for an amount not to exceed $44,000.00 and/or time extensions; and making an appropriation.



16-141 - 1R. An ordinance approving a development agreement between the City of Independence, Missouri and New Town at Harmony, LLC, for the New Town at Harmony Development.



16-519 - 1R. An ordinance authorizing Amendment No. 3 to a contract with the Missouri Department of Health and Senior Services, increasing the appropriation by $50,000.00 for a total of $200,000.00 to the Healthy Eating Active Living in Local Communities Grant, and extending the Healthy Eating Active Living in Local Communities Grant for the period October 1, 2016, through September 30, 2017; authorizing future change orders; making the necessary appropriations; and declaring an emergency.



INFORMATION ONLY:
1.

The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Department of Agriculture in the amount of $1,000.00, for the Health Department. These funds will be used to offset costs regarding spaying and neutering pets.



2.

The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Highways and Transportation Commission in the amount of $1,500.00, for the Police Department. These funds will be used to reimburse police officers for overtime worked while enforcing traffic laws pertaining to speed,aggressive driving, DWI, seat belt and child safety restraint.
