1.

Council action is requested on the application received from B S, Inc. to transfer the existing Restaurant/Bar Intoxicating Liquor by Drink License and Sunday Sales License for Bar Code Sports Bar located at 9100 E. 35th Street S., Suites A & B into their name as the new owner of this establishment.

Council action is requested to issue a purchase order in the amount of, $117,486.23 to Physio-Controls, Inc. for three (3) Lifepak 15 cardiac monitors for the Fire Department.

16-788 - A resolution amending the Pay Plan for Non-Represented City employees as enumerated herein on and after the 21st day of November 2016; add one (1) class title. [Motion made to postpone to December 19, 2016 Council Meeting.]



16-789 - A resolution reappointing Lois McDonald, Dr. Donald Potts, John Ruddy, and Dr. Christopher Sullivan to the Independence Advisory Board of Health of the City of Independence, Missouri.



16-790 - A resolution reappointing Jim Pollard to the Contractor License Review Board for the City of Independence, Missouri.

ORDINANCES

16-119 - 2R. An ordinance authorizing execution of a certain License Agreement with Quiktrip Corporation to place a retaining wall within a general utility easement at 11101 E. US 40 Highway in Independence, Jackson County, Missouri.



16-120 - 2R. An ordinance authorizing the City Manager to sign and execute a contract with Burns and McDonnell for the Jackson Drive Extension project, M-78 Highway to Truman Road engineering services for an amount not to exceed $144,422.90, authorizing the City Manager to approve minor change orders for an amount not to exceed $14,400.00 and/or time extensions, and increasing appropriations.



16-121 - 2R. An ordinance authorizing a cooperative agreement with the Mid-America Regional Council funding operations related to the traffic control system for the Operation Green Light project.



16-122 - 2R. An ordinance authorizing the City Manager to enter into a Memorandum of Understanding (MOU) with Jackson County, Missouri to develop and administer a program for monitoring the prescribing and dispensing of Schedule II, III, and IV controlled substances by professionals licensed to prescribe or dispense such substances within the City of Independence (except veterinarians licensed under Chapter 340); establishing penalties for violations thereof; authorizing health department officials to work with officials in Jackson County, which has passed Ordinance No. 4912, known as “Prescription Drug Monitoring Program”.



16-123 - 2R. An ordinance amending the Zoning District Map as to tracts of ground located at 2615 & 2619 S. Crenshaw Road from District R-A (Residential-Agricultural) to District R-2 (Single-Family Residential Large Lot) in Independence, Jackson County, Missouri.



16-124 - 2R. An ordinance allocating funds in the amount of $5,000.00 for Transit Oriented Development Economic Impact Study by the Mid-America Regional Council (MARC) and authorizing the City Manager to sign the agreement.



16-125 - 2R. An ordinance authorizing execution of a certain License Agreement with Jay Payne and Gui Hua Liu to place an exterior wooden deck within a general utility easement at 10212 E. 31st Street S. in Independence, Jackson County, Missouri.

An ordinance amending Ordinance No. 18449 to transfer Power & Light Department funding in the amount of $96,813.00 from the Blue Valley Ash Pond Closure Capital Project to the Blue Valley Ash Pond Closure Design Project in order to provide engineering support due to an increased construction schedule.



16-127 - 1R. An ordinance authorizing an agreement with the Missouri Highways and Transportation Commission for the Public Transit Operating Assistance Grant in the amount of $25,003.00 for operating expenses associated with the Intra-City transit service known as IndeBus for the period July 1, 2016 through June 30, 2017; and making the necessary appropriations.



16-128 - 1R. An ordinance amending Article 9 of Chapter 1 of the Independence City Code to revise the requirement for background checks for coaches of youth athletic teams involved with city facilities.



16-129 - 1R. An ordinance declaring East Hollywood Lots 132 & 133, addressed as 9807 E. 35th Terrace, and commonly known as Pitcher Greenspace, as surplus property; and authorizing the disposition of said property in accordance with Chapter 20 of the City Code.
