16-783 - A resolution recognizing Khristina Irvine, Administrative Specialist II, in the Water Pollution Control Department, as the Employee of the Month for November, 2016.





PUBLIC HEARING

A public hearing for the application by John Leap to rezone the properties at 2615 & 2619 S. Crenshaw Road from R-A (Residential Agricultural) to R-2 (Single Family Residential Large Lot). New Information Only  [Bill No. 16-123]





CONSENT AGENDA
Reports and Recommendations of the City Manager
1.

Council action is recommended to issue a purchase order to POWER Engineers for Cityworks Data Migration Services for the Water Pollution Control Department in the amount of $62,000.00.



2.

Council action is recommended to enter into price agreement (356-16) with Strategic Capital Consulting, LLC for Lobbying Services for the Power & Light Department. This is a two-year agreement with additional renewal options upon agreement of both parties. Expenditures will not exceed budgeted amounts. [Postponed from October 3, 2016 Council Meeting]

Approval is recommended to accept the proposal from Cigna, which includes a rate cap of 45% for 2018, to provide specific and aggregate reinsurance for the Stay Well Health Care Program for the 2017 Plan Year at an expected cost of $993,382.




Resolutions:

16-784 - A resolution authorizing the adoption of the 'Disadvantaged Business Enterprises' (DBE) Plan as a requirement by the Federal Transit Administration (FTA), a part of the Department of Transportation (DOT). This adoption will enable the City of Independence to secure federal transportation funding to support the local transit system known as IndeBus.



16-785 - A resolution authorizing the adoption of the 'Title VI' Plan as a requirement of the Federal Transit Administration (FTA), a part of the Department of Transportation (DOT).  This adoption will enable the City of Independence to secure federal transportation funding to support the local transit system known as IndeBus.



16-786 - A resolution amending the Pay Plan for Non-Represented City Employees as enumerated herein on and after the 7th day of November 2016; add two (2) class titles.



16-787 - A resolution in support of establishing dedicated legislative lobbying services for the Independence Power & Light Department. [Requested by Mayor Weir] 




ORDINANCES

16-110 - 2R. An ordinance approving a Special Use Permit to operate a men’s alcohol/drug abuse recovery center at 11330 E. Truman Road in Independence, Jackson County, Missouri. [Postponed from the October 17, 2016 Council Meeting.]



16-111 - 2R. An ordinance approving a Special Use Permit to operate a used vehicle sales lot at 3306 Blue Ridge Boulevard in Independence, Jackson County, Missouri.[Postponed from the October 17, 2016 Council Meeting.]



16-115 - 2R. An ordinance vacating all that part of a utility easement located entirely within a vacated portion of Ridgeway Street, and abutting Lot 21 and Lot 22 McCoy Homestead, a subdivision in Independence, Jackson County, Missouri.



16-116 - 2R. An ordinance authorizing execution of a certain license agreement with Birchwood Baptist Church DBA Life Connection Church to place a mid-block crosswalk and pedestrian signs at 3883 S. Blue Ridge Boulevard in Independence, Jackson County, Missouri.



16-117 - 2R. An ordinance authorizing a contract with Wiedenmann Construction for the 18th and Evanston Sanitary Sewer and Water Line Improvements Project (No. 70301301) for an amount not to exceed $992,000.00; and authorizing future minor change orders for an amount not to exceed $99,200.00 and/or time extensions; and making the necessary appropriations.



16-118 - 2R. An ordinance adding Active Release Techniques (ART) Therapy at the Stay Well Health and Wellness Center effective January 1, 2017.

16-119 - 1R. An ordinance authorizing execution of a certain License Agreement with Quiktrip Corporation to place a retaining wall within a general utility easement at 11101 E. US 40 Highway in Independence, Jackson County, Missouri.



16-120 - 1R. An ordinance authorizing the City Manager to sign and execute a contract with Burns and McDonnell for the Jackson Drive Extension project, M-78 Highway to Truman Road engineering services for an amount not to exceed $144,422.90, authorizing the City Manager to approve minor change orders for an amount not to exceed $14,400.00 and/or time extensions, and increasing appropriations.



16-121 - 1R. An ordinance authorizing a cooperative agreement with the Mid-America Regional Council funding operations related to the traffic control system for the Operation Green Light project.



16-122 - 1R. An ordinance authorizing the City Manager to enter into a Memorandum of Understanding (MOU) with Jackson County, Missouri to develop and administer a program for monitoring the prescribing and dispensing of Schedule II, III, and IV controlled substances by professionals licensed to prescribe or dispense such substances within the City of Independence (except veterinarians licensed under Chapter 340); establishing penalties for violations thereof; authorizing health department officials to work with officials in Jackson County, which has passed Ordinance No. 4912, known as “Prescription Drug Monitoring Program”.



16-123 - 1R. An ordinance amending the Zoning District Map as to tracts of ground located at 2615 & 2619 S. Crenshaw Road from District R-A (Residential-Agricultural) to District R-2 (Single-Family Residential Large Lot) in Independence, Jackson County, Missouri.



16-124 - 1R. An ordinance allocating funds in the amount of $5,000.00 for Transit Oriented Development Economic Impact Study by the Mid-America Regional Council (MARC) and authorizing the City Manager to sign the agreement.



16-125 - 1R. An ordinance authorizing execution of a certain License Agreement with Jay Payne and Gui Hua Liu to place an exterior wooden deck within a general utility easement at 10212 E. 31st Street S. in Independence, Jackson County, Missouri.



16-518 - 1R. An ordinance authorizing Amendment No. 2 to a contract with the Missouri Department of Health And Senior Services to provide financial assistance for maternal child health services for the period of October 1, 2016, through September 30, 2017, in the amount of $54,409.55; authorizing future change orders for additional funding and/or time extensions for the same project; authorizing certain future appropriations; appropriating the necessary funds; and declaring an emergency.
