CONSENT AGENDA
Reports and Recommendations of the City Manager
1.

Council action is requested to issue a purchase order to Anixter Inc., in the amount of $227,418.55, for an Uninterruptable Power Supply (UPS) system replacement for the Power & Light Department.



2.

Council action is recommended to enter into price agreement 361-16 with Paymentus for electronic bill payment services beginning December 1, 2016 through November 30, 2021. At the sole option of the City, this agreement may be renewed for additional contract periods with approval of the City and the contractor. Expenditures will not exceed budgeted amounts.



3.

Council action is recommended to issue a purchase order to HDR Engineering for the proposed design for storm drainage improvements in the Sugar Creek watershed in the amount of $75,000.00 for the Water Pollution Control Department, Storm Water Division.



4.

Council action is recommended to enter into price agreement (356-16) with Strategic Capital Consulting, LLC for Lobbying Services for the Power & Light Department. This is a two-year agreement with additional renewal options upon agreement of both parties. Expenditures will not exceed budgeted amounts.



5.

Council action is recommended to enter into price agreements (141-16) for motor repairs with Hupp Electric, JCI and Independent Electric Machinery Company, for the period of October 4, 2016 through September 30, 2017 for the Power & Light Department. The agreement contains four, one-year renewal options. Expenditures will not exceed budgeted amounts.

Council action is requested to issue a purchase order to Midwest Vac Products for the purchase of a 2016 Closed Circuit TV Truck in the amount of $300,893.95 to replace a CCTV Truck in poor condition for the Water Pollution Control Department, Sanitary Sewer Maintenance Division.



7.

Council action is requested to issue a purchase order to Red Municipal and Industrial for the purchase of a 2016 Hydro-Excavation Truck in the amount of $341,380.00 to replace Vac-Con Truck in poor condition for the Water Pollution Control Department, Storm Water Division.



8.

16-772 - A resolution reappointing Brian Petrie as a regular member of the Board of Building and Engineering Appeals for the City of Independence, Missouri.



16-773 - A resolution appointing Danny Ramsey and reappointing Virginia Ferguson to the Citizen Advisory Committee on Solid Waste Management.



16-774 - A resolution appointing Nathan Kalthoff to the Industrial Development Authority of the City of Independence, Missouri.



16-775 - A resolution appointing Thomas Dzedkunskas to be an alternate city representative on the Jackson County Board of Equalization when said board is considering assessments of property within the City of Independence.



16-776 - A resolution reappointing Councilmember Karen Deluccie and Roger Hershey to the License Surcharge Annual Review Committee for the City of Independence, Missouri.



16-777 - A resolution reappointing Jim Blau and Robie Mathews to the Truman Memorial Scholarship Fund Candidate Selection Committee of the City of Independence, Missouri.

16-097 - 2R. An ordinance Amending Chapter 5, “Business Licenses”, of the Independence City Code to allow mobile food units to participate at events sponsored by a restaurant with a permanent location within the geographic boundaries of the Independence Square.

An ordinance authorizing execution of a contract with West Monroe Partners, LLC, in an amount not to exceed $314,705.00, for Engineering Services for the Advanced Metering Infrastructure (AMI) Blueprint Development project; and authorizing future minor change orders for an amount not to exceed $31,470.50 and/or time extensions.

An ordinance authorizing a contract with Blue Nile Contractors for the 2012-2013 Neighborhood Sanitary Sewer Collection Project (No. 70300801) for an amount not to exceed $200,896.60; and authorizing future minor change orders for an amount not to exceed $20,089.00 and/or time extensions.

An ordinance finding, determining and declaring the necessity of acquiring public right-of-way and temporary construction and grading easements for the Crysler Complete Streets Project (No. 70110402); authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.
