Reports and Recommendations of the City Manager
1.

Council action is recommended to issue a purchase order to Radmacher, in the amount of $58,090.00, for A-K Transmission line pole stabilization for the Power and Light Department.



2.

Council action is recommended to issue a purchase order to Berry Dunn McNeil & Parker LLC, in the amount of $78,625.00, for Consulting Services for the City’s Financial Management System Software.




Resolutions:

16-769 - A resolution amending the Pay Plan for Non-Represented City Employees as enumerated herein on and after the 19th day of September 2016; eliminate two positions; add one position; change pay grade of one position; add one pay grade and adjust the P-Grade ranges to relate with the top wage for the Police Sergeant.




16-770 - A resolution affirming the appointment of Fran Wagner to the Street Improvement Oversight Committee.




ORDINANCES

16-089 - 2R. An ordinance authorizing execution of a certain license agreement with Lance Kleoppel to place an exterior deck within a general utility easement at 18311 E. Blackhawk Trail in Independence, Jackson County, Missouri.



16-090 - 2R. An ordinance authorizing acceptance of a grant in the amount of $260,000.00 from the Missouri Department of Transportation for reimbursement of overtime for the Police Department for DWI enforcement, sobriety checkpoints and youth alcohol liquor compliance checks from October 1, 2016, to September 30, 2017; authorizing future change orders and/or time extensions for the same project and making the necessary appropriations.

An ordinance authorizing acceptance of a grant in the amount of $181,800.00 from the Missouri Department of Transportation for reimbursement of overtime for the Police Department for hazardous moving violation enforcement from October 1, 2016, To September 30, 2017; authorizing future change orders, extensions, amendments or addendums for additional funding for the same project and making the necessary appropriations.

An ordinance authorizing acceptance of a grant in the amount of $52,000.00 from the Missouri Department of Transportation for reimbursement of overtime for the Police Department for occupant protection enforcement from October 1, 2016, To September 30, 2017; authorizing future change orders, extensions, amendments or addendums for additional funding for the same project and making the necessary appropriations.

16-097 - 1R. An ordinance Amending Chapter 5, “Business Licenses”, of the Independence City Code to allow mobile food units to participate at events sponsored by a restaurant with a permanent location within the geographic boundaries of the Independence Square.



16-098 - 1R. An ordinance authorizing execution of a contract with West Monroe Partners, LLC, in an amount not to exceed $314,705.00, for Engineering Services for the Advanced Metering Infrastructure (AMI) Blueprint Development project; and authorizing future minor change orders for an amount not to exceed $31,470.50 and/or time extensions.



16-099 - 1R. An ordinance authorizing a contract with Blue Nile Contractors for the 2012-2013 Neighborhood Sanitary Sewer Collection Project (No. 70300801) for an amount not to exceed $200,896.60; and authorizing future minor change orders for an amount not to exceed $20,089.00 and/or time extensions.

An ordinance authorizing the borrowing of $47,180,000 from the Missouri Development Finance Board to finance the costs of projects related to the City’s Electric Utility; authorizing the lease of certain equipment by the city; approving the form of and authorizing the execution of a base lease and a lease purchase agreement with the Missouri Development Finance Board; prescribing other matters relating thereto; and declaring an emergency.

The Law Department is providing the following notification to the City Council of the claims paid and received during August, 2016.



2.

The City Clerk is in receipt of the Hartman Heritage Center Community Improvement District's Annual Report for the fiscal year ending June 30, 2016.



3.

The City Clerk has received notification that the City Manager has accepted a donation from Frances Sharp in the amount of $40.00, for the Police Department. These funds will be used to purchase equipment for the Police Department.



4.

Municipal Court Monthly Case Summary Report for August, 2016.
