CONSENT AGENDA
Reports and Recommendations of the City Manager
1.

Council action is requested to continue in an agreement with Aflac for employee voluntary benefits:  cancer, accident, short-term disability and critical illness for the period of January 1, 2017 through December 31, 2017 with four (4) one-year renewal options.



2.

Council action is requested to enter into a price agreement (207-16) with Polydyne, Inc., for polymer for the Water Pollution Control Department for the period August 1, 2016, through July 31, 2017, with five, one-year renewal options.  Expenditures will not exceed budgeted amount.



3.

Council action is requested to enter into a price agreement (190-16) with Ideker, Inc and Damon Pursell Construction to supply rip-rap rock for use by City departments for the period September 1, 2016 through August 31, 2017, with one, one-year renewal option. Expenditures will not exceed budgeted amounts.



4.

Council action is requested to issue a purchase order, in the amount of $94,990.00, to Finley Engineering for a distribution pole survey for the Power & Light Department.



5.

Council action is requested to enter into a price agreement (344-16) for scaffolding services with Brand Energy Services, for the period of August 1, 2016, through June 30, 2017. The agreement contains four, one-year renewal options. Expenditures will not exceed budgeted amounts.



6.

Council action is requested to enter into price agreements (703-16) with HD Supply (Anixter), Wesco Distribution and Graybar Electric for utility construction products for the Power & Light Department for the period of July 19, 2016 through June 30, 2017. The agreements will contain two, one year renewal options. Expenditures will not exceed budgeted amounts.



7.

Council action is recommended to enter into two price agreements (330-16), one with Palmer Lawn Professionals and one with KC Metro Lawn & Snow, for seasonal landscape and turf maintenance services for the Parks and Recreation Department and the Fire Department, for the period July 19, 2016, through June 30, 2017, with two, one-year renewal options.  Expenditures will not exceed budgeted amounts. 




Resolutions:

16-759 - A resolution Establishing the Unrestricted Fund Balance Policy for Independence Power & Light.



16-760 - A resolution extending the contract between the City of Independence, Missouri and Communications Workers of America from July 31, 2016 through August 29, 2016.



16-761 - A resolution amending sections of the Council Rules of Procedure, clarifying Sections 6.14, 8.2, and 8.4.



16-762 - A resolution extending the agreement between the City of Independence, Missouri (Water Pollution Control) and local Union 53 International Brotherhood of Electrical Workers from July 30, 2016 through August 30, 2016.



16-763 - A resolution amending the Pay Plan for Non-Represented City Employees as enumerated herein on and after the 18th day of July 2016; remove one position and change the title of three positions.




ORDINANCES

16-062 - 2R. An ordinance authorizing a contract with Pyramid Excavation and Construction, Inc., in the amount of $737,000.00; for the installation of pipe and water main on S. Northern Blvd., from 28th Street to Harris Ave.; and authorizing future minor change orders not to exceed $73,700.00; and /or time extensions; and to appropriating $160,700.00 from the water fund's net assets.



16-063 - 2R. An ordinance authorizing and directing the City Manager to execute a certain License Agreement with Clayton and Patricia Bernotas to place a fence within the street right-of-way at 1616 N. Noland Rd, Independence, MO.



16-064 - 2R. An ordinance authorizing a contract with The Wilson Group, Inc., for the 2016 Alley Rehabilitation Project (No. 70111103) for an amount not to exceed $258,351.20; and authorizing future minor change orders for an amount not to exceed $25,835.00 and/or time extensions.



16-065 - 2R. An ordinance renewing the lease agreement with the State of Missouri Department of Natural Resources for the property at 318 W. Pacific Avenue in Independence, Jackson County, Missouri for the operation of the National Frontier Trails Museum.

An ordinance approving the Marketplace Shopping Center Tax Increment Financing Plan, establishing a Redevelopment Area, designating the Redevelopment Area as a blighted area, approving the redevelopment projects, initiating tax increment financing in the Redevelopment Project Areas, and approving the Tax Increment Financing Contract between the City and WNQE Independence VI, L.L.C.

An ordinance authorizing the City Manager to approve a change in the Community Solar Program Service Schedule of Rates (CSP-1), including changes to the Community Solar Program Agreement (Contract); with any costs payable only from the revenues of the Power and Light Operations and not from any tax revenues or general revenues.



16-506 - 1R. An ordinance authorizing the borrowing of $31,565,000 from the Missouri Development Finance Board in connection with the refinancing of certain costs related to construction of a multipurpose events center and redevelopment costs described in two separate tax increment financing plans previously approved by the City; approving the form of and authorizing the execution of three supplemental financing agreements relating to such projects with the Missouri Development Finance Board; providing for the administration of certain special allocation funds previously created by the City; prescribing other matters relating thereto; and declaring an emergency.
