1.

Approval is requested to renew the City’s excess workers’ compensation insurance program with coverage provided by Safety National Casualty Corporation, maintaining the $1,000,000 deductible for each accident, effective July 1, 2016, with an estimated annual premium of $156,561.



2.

Approval is requested to accept the renewal proposal submitted by Lockton Companies, Inc. regarding the City’s property and boiler and machinery insurance program, effective July 1, 2016, with an estimated annual cost of $997,654 which includes $964,654 for $400,000,000 in insurance coverage and $33,000 for engineering services fees at power production facilities.

Council action is requested to enter into price agreements (292-16) with Graybar Electric and Arkansas Electric for the purchase of pole mount and pad mount transformers for the Power & Light Department. The agreement period will be July 1, 2016 through June 30, 2017, with up to four, one-year renewals at the City’s option. Expenditures will not exceed budgeted amounts.



4.

Council action is requested to enter into a price agreement (244-16) with McFarland Cascade for wood transmission and distribution poles for the period of July 1, 2016 through June 30, 2017. At the sole option of the City, the agreement may be renewed for four, one-year periods. Expenditures will not exceed budgeted amounts.




Resolutions:

16-736 - A resolution supporting the Community for All Ages program and submitting an application for the Bronze level recognition by the Mid-America Regional Council.



16-737 - A resolution amending the Pay Plan for Non-Represented City Employees as enumerated herein on and after the 20th day of June 2016, change grade of one position.



16-738 - A resolution of the Independence City Council approving the Mayor’s appointments to the Board of Directors of the Arrowhead Community Improvement District.



16-739 - A resolution designating Municipal Judge Garry Helm as the Presiding Judge for Independence, Missouri, Municipal Court.



16-740 - A resolution extending the contract between the City of Independence, Missouri, and Communications Workers Of America from July 1, 2016 through July 30, 2016.



16-741 - A resolution extending the agreement between the City of Independence, Missouri (Water Pollution Control) and Local Union 53 International Brotherhood of Electrical Workers from July 1, 2016 through July 30, 2016.




ORDINANCES

16-050 - 2R. An ordinance finding, determining and declaring the necessity of acquiring public rights-of-way and temporary construction and grading easements for the 39th Street and Noland Road Intersection Improvements (Project No. 70511501); authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights in conjunction with the project.



16-051 - 2R. An ordinance authorizing the renewal of an agreement between Southwestern Bell Telephone Company, D/B/A, AT&T Missouri and the City of Independence for the construction and installation of new “light gig’ high speed telecommunications infrastructure within Independence, Jackson County, Missouri.



16-052 -2R An ordinance authorizing Change Order No. 1 to the Construction Manager at Risk Services contract with Burns & McDonnell for the Independence Utility Center Building in the amount of $100,000.00; and making the necessary appropriations.



16-053 - 2R. An ordinance adopting the Annual Operating and Capital Budgets of the City of Independence, Missouri, for the Fiscal Year July 1, 2016 - June 30, 2017, estimating the revenues for said fiscal year; appropriating sums for the purposes stated in said budget, establishing operating transfers, designating fund balance allocations, establishing the authorized table of organization, and designating those who may make a requisition for encumbrances against appropriations.



16-054 - 2R. An ordinance authorizing a contract with the Kansas City Area Transportation Authority for the purpose of providing Inter-City bus services in and to the City of Independence, Inter-City and Intra-City Paratransit services and Transit Management services for the period of July 1, 2016 through June 30, 2017.



16-055 - 2R. An ordinance authorizing acceptance of the 2016 Midwest High Intensity Drug Trafficking Area (HIDTA) Memorandum of Understanding for the Investigative Support Center Initiative, and related documents, with the Kansas Bureau of Investigation, for a grant award in the amount of $67,117.00; making the necessary appropriations; authorizing future change orders for additional funding and/or time extensions; and authorizing certain future appropriations.



16-056 - 2R. An ordinance authorizing the City of Independence, Missouri to enter into an Intergovernmental Cooperation Agreement for the investment of public funds through the Missouri Securities Investment Program.



16-057 - 2R. An ordinance approving the Petition to Establish the 23rd and Sterling Community Improvement District, establishing the District, and making findings and authorizing actions related to establishment of the District.



16-058 - 2R. An ordinance adding Chapter 21, “Port Authority” to the Independence City Code.

16-059 - 1R. An ordinance approving revisions to the Independence Citizen Participation Plan for the Community Development Block Grant (CDBG) and Home Investment Partnerships Act (HOME) Programs.



16-060 - 1R. An ordinance authorizing a contract with Leath and Sons, Inc. for the East Wilson Road Culvert Replacement Project (No. 70131401) for an amount not to exceed $238,026.50; and authorizing future minor change orders for an amount not to exceed $23,800.00 and/or time extensions; and making the necessary appropriations.



16-061 - 1R. An ordinance authorizing a one-time supplemental fund increase to the contract for State Investment in Local Public Health Services (CORE functions) with the Missouri Department of Health and Senior Services and accepting the one-time lump sum of $83,516.00 for the Health Department; appropriating the necessary funds; and authorizing future change orders and appropriations for the same project.



16-503 - 1R. An ordinance accepting funding for State Investment in Local Public Health Services with the Missouri Department of Health and Senior Services (CORE functions) for the second-year period of June 1, 2016, through May 31, 2017; in the amount of $142,975.00; authorizing future change orders for additional funding and/or time extensions for the same project; authorizing certain future appropriations; and declaring an emergency.
