Reports and Recommendations of the City Manager
1.

Approval is recommended on the certification of the April 5, 2016 District Councilmember election results, from the Jackson County Board of Election Commissioners.



2.

Approval is recommended to enter into a purchase order, in the amount of $151,062.76, with Fletcher-Reinhardt for Cooper Power Systems capacitor banks and associated parts for the Power & Light Department.



3.

Approval to enter into a price agreement with Insco Industries, Inc. (221-16) to provide insulation and abatement services for the Power & Light Department. This is a one year agreement with two, one year renewal options. Expenditures will not exceed budgeted amounts.



4.

Approval is recommended to enter into a price agreement (299-16) with PFM Asset Management LLC for investment advisor services for the period of April 19, 2016, through April 18, 2017. At the sole option of the City, this agreement may be renewed for four (4) additional one-year periods. Expenditures will not exceed budgeted amounts.




Resolutions:

16-719 - A resolution amending the Pay Plan for Non-Represented City Employees as enumerated herein on and after the 18th day of April 2016.




ORDINANCES

16-016 - 2R. An ordinance authorizing a contract with the firm of TRS Range Services for the Police Firing Range Renovation project, in an amount not to exceed $545,340.00; and authorizing future minor change orders for an amount not to exceed $10,000.00.



16-025 - 2R. An ordinance authorizing acceptance of the 2016 Midwest High Intensity Drug Trafficking Area (HIDTA) Memorandum of Understanding (MOU) for the Investigative Support Center Initiative, and related documents, with the Kansas Bureau of Investigation, for a grant award in the amount of $146,166.00; making the necessary appropriations; authorizing future change orders for additional funding and/or time extensions; and authorizing certain future appropriations.



16-026 - 2R. An ordinance amending the Zoning District Map as to a tract of ground located at 1401/1411 W. US 24 Highway from District C-2 (General Commercial) to District I-1 (Industrial) in Independence, Jackson County, Missouri.



16-027 - 2R. An ordinance amending the Unified Development Ordinance, Chapter 14, of the Independence City Code.



16-028 - 2R. An ordinance approving the 2016-2017 Annual Action Plan for the CDBG and HOME Programs, authorizing applications to the Department of Housing And Urban Development (HUD) for the Community Development Block Grant (CDBG) Program Year 42 and the Home Investment Partnerships Act (HOME) Program Year 22; authorizing execution of a written agreement and acceptance of CDBG and HOME Program Funds under the Housing and Community Development Act of 1974; and making the necessary appropriations.



16-029 - 2R. An ordinance authorizing the City Manager to approve a New Rate Schedule: Schedule CSP-1, Community Solar Program Service, which includes the Community Solar Program Agreement (contract); with any costs payable only from the revenues of the Power and Light Operations and not from any tax revenues or general revenues.



16-030 - 2R. An ordinance fixing the annual compensation to be paid to the Mayor and Councilmembers of the City of Independence, after April 16, 2018, and increasing the monthly automobile allowance for the Mayor and City Council effective July 1, 2016.



16-031 - 2R. An ordinance approving the Petition to establish the Salem & 24 Highway Community Improvement District, establishing the District, and making findings and authorizing actions related to establishment of the District.



16-032 - 2R. An ordinance amending Article 6, “Long Term Care Facilities”; Article 7, “Child Care Facilities”; Article 14, “Bath Houses and Massage Establishments”; Article 16, “Tattoo Parlor and/or Body Piercing Regulations”; and Article 17, “Lodging Establishments” of Chapter 11 of the City Code, setting fees for certain health and safety permit activities, and moving said fees to the schedule of fees, all amendments outlined in this ordinance to become effective July 1, 2016.



16-033 - 2R. An ordinance amending Article 3, “Driveways”; Article 5, “Excavations in Streets or Rights of Way”; Article 6, “Curbs and Sidewalks”; Article 8, “Blasting Regulations”; Article 10, “Dumps and Landfills”; and Article 11, “Sanitary Sewers” of Chapter 17 of the City Code, setting fees for certain public works activities, and moving said fees to the Schedule of Fees, all amendments outlined in this ordinance to become effective July 1, 2016.



16-034 - 2R. An ordinance amending Article 2, “Traffic Administration” of Chapter 18 of the Independence City Code; setting fees for certain public works activities, and moving said fees to the Schedule of Fees, all amendments outlined in this ordinance to become effective July 1, 2016.



16-035 - 2R. An ordinance amending Article 5, “Excavation, Grading, and Site Preparation Specifications”; Article 14, “Permits and Fees”; Article 16, “Erosion Control Requirements”; Article 17, “Bids on Public Works Projects”; Article 18, “Private Construction of Public Works”; Article 19, “Use of Public Rights Of Way”; and Article 22 ”Regional Detention Basin Option” of Chapter 20 of the City Code, setting fees for certain traffic activities, and moving said fees to the schedule of fees, all amendments outlined in this ordinance to become effective July 1, 2016.



16-036 - 2R. An ordinance amending Article 1, “Administration of Licenses in General, and Requirements Thereof”; Article 2, “Public Dance Places”; Article 5, “Solicitors and Peddlers”; Article 6, “Billiard Halls and Game Rooms”; Article 7, “Juke Boxes and Mechanical Amusement Devices”; Article 8, “Junk, Secondhand Dealers, and Pawnbrokers”; Article 10, “Private Watchguards”; of Chapter 5 of the City Code, setting fees for certain finance activities, and moving said fees to the Schedule of Fees, all amendments outlined in this ordinance to become effective July 1, 2016.



16-037 - 2R. An ordinance amending Article 1 “Public Utility Taxes” of Chapter 16 of the City Code and directing the City Manager to provide notification to video service providers as required by section 67.2689.4 of the Missouri Revised Statutes.



16-038 - 2R. An Ordinance providing for submission of a proposal to discontinue application and collection of the local sales tax on the titling of motor vehicles, trailers, boats, and outboard motors that were purchased from a source other than a licensed Missouri dealer to the qualified voters of the City of Independence for their approval at the primary election called and to be held on August 2, 2016.



16-039 - 2R. An ordinance amending Ordinance 18546 authorizing an extension to October 15, 2016 for execution of the development agreement between the City, Economic Development Council, and selected developer.

16-040 - 1R. An ordinance authorizing execution of a site agreement with Sprint Spectrum to lease to Sprint certain city property at 17221 E. 23rd Street for the location of a cellular tower.

The Law Department is providing the following notification to the City Council of the claims paid and received during March, 2016.

Municipal Court Monthly Case Summary Report for March, 2016.

The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Highways and Transportation Commission in the amount of $5,000.00, for the Police Department. These funds will be used to reimburse police officers for overtime worked while enforcing aggressive driving during the upcoming holidays.
