Reports and Recommendations of the City Manager
1.

Item No. 1 - Approval is recommended to issue a purchase order to Copper Power Systems, C/O Fletcher-Reinhardt, in the amount of $72,267.00, for three 15kV 600 AMP Switchgears for the Power & Light Department.



2.

Item No. 2 - Approval is recommended to issue Change Order No. 2 to Purchase Order 138895, in the amount of $20,000.00, to Network Security and Technologies, Inc. for technical firewall security and general consulting work in relation to a NERC Reliability audit for the Power & Light Department. If approved, Change Order No. 2 will bring the total amount of the purchase order to $268,200.00.

Item No. 3 - Approval is recommended to issue a Purchase Order to Olsson Associates in the amount not to exceed $67,243.00, for surveying and engineering design of the Storm Sewer Capital Improvements at the Griffith Place neighborhood for the Water Pollution Control Department.

ORDINANCES

14-067 - 2R - An ordinance authorizing a contract with the Missouri Department of Health and Senior Services, in the amount of $121,901.00, for the Public Health Emergency Preparedness Grant; authorizing future change orders; and appropriating the necessary funds.



14-068 - 2R - An ordinance finding, determining and declaring the necessity of Acquiring General Utility Easements and Temporary Construction and Grading Easements for the 2012 Neighborhood Projects Sanitary Sewer Improvements, Project No. 70300801; authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.



14-069 - 2R. An ordinance amending the NSP Category 3 contract with 12 Blocks West for redevelopment of vacant properties for multi-family housing to allow for certain changes to the original Redevelopment Plan, and collection of NSP Project proceeds payable to the City; and making the necessary appropriations.

14-072 - 1R. An ordinance authorizing a contract with the Englewood Business Association for a license of the public area of the Englewood Station Arts District and vicinity in connection with certain promotional events scheduled in 2014.



14-074 - 1R. An ordinance vacating a portion of a fifteen-foot (15’) sanitary sewer easement located entirely within the property addressed as 13111 E. 35th Street, Independence, Jackson County, Missouri.



14-075 - 1R. An ordinance authorizing execution of a contract with Downey Construction, for the replacement of concrete sidewalks, walls and ADA ramps at McCoy Park, for an amount not to exceed $108,300.00; and, authorizing minor change orders for an amount not to exceed $10,830.00 and/or time extensions.



14-076 - 1R. An ordinance adopting as a part of the Independence Power & Light Department’s current rate schedule structure the Economic Development Rider Schedule EDR-5, to be made available to eligible customers of the Independence Power & Light Department within the corporate limits of the City of Independence, Missouri, beginning on September 1, 2014.



14-077 - 1R. An ordinance vacating a portion of the platted right-of-way for South Cochise Court, located within the minor subdivision of Crackerneck Center First Plat in Independence, Jackson County, Missouri.



14-079 - 1R. An ordinance authorizing a contract with the firm of Superior Bowen Asphalt for the 2014 Street Improvements Program for an amount not to exceed $5,777,942.68, authorizing administrative approval of change orders not to exceed $250,000.00 and/or time extensions, and making the necessary appropriations.



14-080 - 1R. An ordinance approving a plan for an industrial development project for Unilever Manufacturing (US), Inc.; authorizing the City of Independence, Missouri, to issue its taxable industrial development revenue bonds (Unilever Manufacturing (US), Inc. Project), Series 2014, in a principal amount not to exceed $130,000,000 to finance the costs of such project; authorizing and approving certain documents; and authorizing certain other actions in connection with the issuance of the bonds. [This ordinance is being moved to the August 4, 2014 Regular Council meeting for first reading.]



14-081 - 1R. An ordinance authorizing a contract with Genesis Environmental Solutions, for the Fleet Fueling Facilities Upgrade and Vehicle Wash Station, in an amount not to exceed $201,904.00; and authorizing minor change orders for an amount not to exceed $20,190.40 and/or time extensions.



14-082 1R. An ordinance authorizing Change Order Number 2 to the contract with V.F. Anderson Builders for the Rock Creek Segment 1 Sewer Improvement Project for an increase of $52,531.00.



14-512 - An emergency ordinance approving the Final Plat of Payne Farms located at 2525 and 2601 S. Crenshaw Road.    Case No. 14-320-03.



14-513 - An emergency ordinance approving the Final Plat of Villas at Country Meadows South PUD – 32nd Plat, at E. Jennings Court and E. 54th Terrace Court S.     Case No. 14-320-04.



14-514 - An emergency ordinance accepting funding from the Missouri Department of Health and Senior Services to provide financial assistance for Investment in Local Public Health Services (CORE functions) for the third-year period of June 1, 2014, through May 31, 2015; in the amount of $130,430.00; authorizing future change orders for additional funding and/or time extensions for the same project; and authorizing certain future appropriations.

Item No. 1. The City Clerk has received notification that the City Manager has accepted a grant from the State Emergency Management Agency (SEMA) in the amount of $1,350.00, for the Fire Department, for the period of June 12, 2014 to September 30, 2014.  These funds will be used to pay for a ESRI ArcGIS desktop basic license.

Item No. 2. The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Highways and Transportation Commission in the amount of $4,000.00, for the Police Department, for the period of July 1, 2014 to December 31, 2015.  These funds will be used to reimburse overtime worked while enforcing traffic laws in construction zones on highways in Independence, upon requests made from MoDOT.
