Reports and Recommendations of the City Manager
1.

Item No. 1.  Approval is recommended to enter into a price agreement (179-14) with Maximum Security Inc., for fire extinguisher services for the City, for the period of September 1, 2014, through August 31, 2015, with two, one-year renewal options.  Expenditures will not exceed budgeted amount.



2.

Item No. 2.  Approval is recommended to enter into a contract with Northstar Technologies in the amount of $90,000.00 for stormwater management and engineering services for a one year period, for the Water Pollution Control, Storm Water Division.



3.

Item No. 3.  Approval is recommended to enter into a Price Agreement (220-14) with Calinton Plumbing, LLC to provide general plumbing services for City buildings for the period September 1, 2014 through August 31, 2015, with two, one-year renewal options. Expenditures will not exceed budgeted amounts. 



4.

Item No. 4.  Approval is recommended to issue a purchase order to Kenton Brothers Inc., in the amount of $73,635.50, to replace access and video security equipment in the Central Police Building for the Police Department.



5.

Item No. 5.  Approval is recommended to issue a purchase order to Keystone Electrical Manufacturing, in the amount of $325,120.30, for substation relay control panels for the Power & Light Department.



6.

Item No. 6.  Approval is recommended for the sale of the components and equipment of the Power & Light Department’s Regenerative Combustion Turbine generating unit.




Resolutions:

14-763 - A resolution amending Resolution No. 5794 affirming a Councilmember appointment of William (Bill) Kidd to the Independence Park Commission for the City of Independence, Missouri, and correcting the term expiration date.



14-764 - A resolution amending the Pay Plan for Non-Represented City Employees as enumerated herein on and after the 1st of August, 2014.





14-765 - A resolution enabling the City of Independence, Missouri, to join the Missouri Clean Energy District pursuant to state statute, and stating the terms under which the City will conduct activities as a member of such district.




ORDINANCES

14-080 - 2R. An ordinance approving a plan for an industrial development project for Unilever Manufacturing (US), Inc.; authorizing the City of Independence, Missouri, to issue its taxable industrial development revenue bonds (Unilever Manufacturing (US), Inc. Project), Series 2014, in a principal amount not to exceed $130,000,000 to finance the costs of such project; authorizing and approving certain documents; and authorizing certain other actions in connection with the issuance of the bonds.



14-089 - 2R. An ordinance authorizing a contract with the U.S. Geological Survey to sample the monitoring well network at the Water Department for the full sum of $75,000.00; authorizing future minor change orders in a total amount not to exceed $7,500.00 and/or time extensions.



14-090 - 2R. An ordinance amending the Flexible Benefits Plan document to allow pretax deductions from paychecks into Health Savings Accounts to be effective August 1, 2014.



14-091 - 2R. An ordinance authorizing the annual contract with Mid-America Regional Council for $25,000 in grant funding for the City’s Senior Adult Nutrition Site Program for Fiscal Year 2014-2015; making the necessary appropriations; authorizing future change orders for additional funding and/or time extensions; and authorizing certain future appropriations.



14-093 - 2R. An ordinance authorizing a contract with Leath and Sons, Inc. for the North Liberty, Kentucky 2, and Dickinson Force Main Improvements project for an amount not to exceed $721,507.25, and authorizing future minor change orders for an amount not to exceed $72,100.00 and/or time extensions.



14-094 - 2R. An ordinance approving the Noland Road TIF Revenues Reimbursement Agreement among Lakeside Shopping Center, LLC, Kenneth B. McClain and the City of Independence, Missouri. [During consideration of 2nd Reading of this ordinance, the Council approved to substitute the name originally noted as the Developer for the correct name of Lakeside Shopping Center, LLC.]

14-095 - 1R. An ordinance approving a Development Agreement between Menard, Inc., and the City of Independence, Missouri.

Item No. 2.  The Law Department is providing the following notification to the City Council of the claims paid and received during July, 2014.

Item No. 3.  Emergency Change Order No. 1 to PO 139689 was issued to SPX Transformer Solutions, in the amount of $7,800.00, for changes to the replacement transformer for the Power & Light Department.  The new PO total is $611,823.00.



5.

Item No. 4.  The City Clerk has received the certified results of the August 5, 2014, 4th District Special Primary Election.
