Reports and Recommendations of the City Manager
1.

Item No. 1 - Approval is recommended to enter into a price agreement (166-14) for gravel trails with Wil-Pav, Inc. and Double D Inc., for the period of August 1, 2014, through July 31, 2015. The agreement contains one, one-year renewal option. Expenditures will not exceed budgeted amount.

Item No. 2 - Approval is recommended to issue a change order to purchase order 137679 in the amount of $15,660 for construction oversight services needed for the Police building remodel project for the Police Department. The current purchase order issued to Wilson Estes Police Architects is $68,150.

14-749 - A resolution appointing Eric Wagner as a member of the Japanese Sister City Committee.



14-750 - A resolution reappointing Michael Hahn and Terry Michel to the Tree Commission for the City of Independence, Missouri.



14-751 - A resolution reappointing Dan McGraw to the Citizen Advisory Committee on Solid Waste Management.



14-752 - A resolution reappointing Theresa Cromwell and John Stokenbury as members of the Personnel Board of the City of Independence, Missouri.



14-753 - A resolution reappointing Ron Clemons and Mary Cowan to the Truman Memorial Scholarship Fund Candidate Selection Committee of the City of Independence, Missouri.



14-754 - A resolution affirming the Mayor's appointments to the Mayor's Advisory Commission on the Visual Arts.



14-755 - A resolution amending the pay plan for non-represented City employees as enumerated herein on and after the 1st of July, 2014, to add three positions; change one class title and adjust the "B31" Maximum Pay Range by 1.06%.

14-757 - A resolution expressing the intent of the City Council regarding the City's Health Care Insurance coverage and directing the City Manager to comply with such intent.



14-758 - A resolution declaring the City Council's support for renewable electric energy, identifying the City Council's goals regarding renewable energy and providing direction to the City Manager regarding City programs and policies related to renewable electric energy.

14-072 - 2R. An ordinance authorizing a contract with the Englewood Business Association for a license of the public area of the Englewood Station Arts District and vicinity in connection with certain promotional events scheduled in 2014.



14-074 - 2R. An ordinance vacating a portion of a fifteen-foot (15') sanitary sewer easement located entirely within the property addressed as 13111 E. 35th Street, Independence, Jackson County, Missouri.

14-088 - 1R. Mayor Weir has proposed an amendment to the City Code related to the Independence Harry S Truman Award Commission.



14-515 - An ordinance increasing appropriations in the amount of $22,675,411.41 in the Operating and Capital Budgets for various departments and capital projects; transferring appropriations in the amount of $560,000.00 in the Capital Budget for the Power & Light Fund and making other budget adjustments as necessary for the City of Independence, Missouri, for the fiscal year July 1, 2013, through June 30, 2014.  Appropriation ordinances may receive two readings and be voted on at the same meeting.



14-516 - An emergency ordinance authorizing acceptance of a grant from the Missouri State Emergency Management Agency (SEMA) in the amount of $146,575.06 for the Emergency Management Performance Grant (EMPG) program; authorizing future change orders for additional funding or time extensions for the same project; and making the necessary appropriations and authorizing certain future appropriations.
