1.

Item No. 1 - Approval is recommended to issue a purchase order, in the amount of $86,255.00, to Rand Construction for the Blue Valley 3-4 Feed Water Heater Removal and Reinstallation for the Power & Light Department.

Item No. 2 - Approval is recommended to enter into a price agreement (355-14) with Arbor Masters  for  turf  maintenance services for the Parks and Recreation Department for the period of April 1, 2014, through March 31, 2015.  The agreement contains four, one-year renewal options.  Expenditures will not exceed budgeted amounts.

Item No. 3 - A request for Council approval to authorize the City Manager to direct the Police Department to submit applications and participate in the 2014/2015 traffic safety grants as provided through the Missouri Department of Transportation, Highway Safety Division.

14-020 - 2R. An ordinance amending Chapter 14, Unified Development Ordinance, of the Independence City Code.  Case # 14-175-01



14-021 - 2R. An ordinance approving a Zoning Map Amendment changing the zoning classification for the property located at 118 E. Short Avenue from District O-1 (Office Residential) to District R-6 (Single-Family Residential). Case#14-100-03



14-022 - 2R. An ordinance approving a Zoning Map Amendment changing the zoning classification for the property located at 13701 E. 35th Street S. from District I-1 (Industrial) to District C-2 (General Commercial) Case#14-100-04.



14-023 - 2R. An ordinance authorizing a contract with She Digs It, L.L.C. for the Mill Creek Sewer Capacity Improvements Project 9 for an amount not to exceed $257,508.00 and authorizing future minor change orders for an amount not to exceed $25,750.00 and/or time extensions.



14-024 - 2R. An ordinance amending Ordinance No. 18228, by correcting and revising three (3) legal descriptions related to the 10th and Northern Sanitary Sewer Improvements, Project No. 70301104, in order to acquire General Utility and Temporary Construction and Grading Easements for the project.

14-025 - 1R. An ordinance authorizing execution of an amendment to an agreement with 12 Blocks West for redevelopment of vacant properties for single-family home ownership, allowing for the conveyance of certain real estate owned by the City to the developer, authorizing the execution of real estate documents, and approving an amended contract amount not to exceed $600,000.00 in Neighborhood Stabilization Program (NSP) funds.



14-026 - 1R. An ordinance authorizing a contract with V.F. Anderson Builders for the Bellevista Channel Improvements project for an amount not to exceed $353,351.40, authorizing future minor change orders for an amount not to exceed $35,300.00 and/or time extensions, and making the necessary appropriations.



14-027 - 1R. An ordinance approving a Zoning Map Amendment changing the zoning classification for the property located at 11015 E. 23rd Street S. from District C-2 (General Commercial) and R-6 (Single-Family Residential) to District C-2 (General Commercial) Case#14-100-05.



14-028 -1R. An ordinance amending Chapter 5, “Business and Occupation Licenses”, by adding a new Article 19, “Secondary Metal Recyclers”, to Chapter 5 of the City Code, pertaining to permitting and reporting requirements for secondary metal recyclers.

Item A. The Council is expected to convene in an Executive Session at 5:30 pm, Monday, March 17, 2014, prior to the Council Meeting, in Conference Room A, on matters of Litigation, as permitted by Section 610.021(1), RSMo.

Item No. 1. The Law Department is providing the following notification to the City Council of the claims paid and received during February, 2014.

Item No. 2. A Final Report by Missouri State Archives Local Records staff, after having reviewed certain City records and records storage space in City Hall, is now on file in the City Clerk’s office.

Item No. 3. Municipal Court Case Summary Report for February, 2014.

Item No. 4. The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Highways and Transportation Commission in the amount of $1,700.00, for the Police Department, for the period of March 15-31, 2014.  These funds will be used to reimburse overtime worked by police officers while enforcing traffic laws, to enforce the Seat Belt and Child Safety Restraint laws, as well as speed, aggressive driving and DWI laws.

The Liquor License Officer's decision to suspend the liquor license for Linq Food Mart #2 for six days has been appealed to the City Council.
