PUBLIC HEARING

A public hearing on an application by US Dentools, Inc to rezone the property at 11015 E 23rd Street S from C-2 (General Commercial) to R-6 (Single-Family Residential).  Case #14-100-02.  (The Planning Commission public hearing was continued.  The Council new information only public hearing is to be continued to the City Council meeting on March 3, 2014.)

1.

Item No. 1 - Approval is recommended to issue a purchase order to Conrad Fire Equipment in the amount of $306,807 for two light duty rescue vehicles for the Fire Department.

Item No. 2 - Approval is recommended to enter into a price agreement (146-14) with Mississippi Lime Company for rotary kiln lime for the Water Department for the period of March 1, 2014, through February 28, 2015. At the sole option of the City, the agreement may be renewed for two, one-year periods. Expenditures will not exceed budgeted amounts.

Item No. 3 - Approval is recommended to issue a purchase order, in the amount of $83,000.00 to Sega Inc. for engineering consulting services related to the decommissioning of the Regenerative Combustion Turbine generating unit.

Item No. 4 - Approval to enter into a price agreement (149-14) with Lewis and Ellis for Actuarial Valuation Services Related to Other Post Employment Benefits for the period of February 4, 2014, through January 31, 2015. At the sole option of the City, the agreement may be renewed for four, one-year periods. The annual cost for these services will be $13,000 with a five year total cost of $65,000.  Annual expenditures will not exceed authorized appropriations.



5.

Item No. 5 - Approval is recommended to enter into a price agreement (203-14) with Vance Brothers to provide hot mix asphaltic concrete for the Public Works Department for the period March 1, 2014, through February 28, 2015. Expenditures will not exceed budgeted amounts.

14-013 - 1R. An ordinance approving a Zoning Map Amendment changing the zoning classification for the property located at 205 E. Fair Street from District C-2 (General Commercial) to District R-6 (Single-Family Residential). Case#14-100-01



14-014 - 1R. An ordinance authorizing the City Manager to execute a contract with General Electric, in an amount not to exceed $196,809.00, for the modification of combustion turbine unit controls at Substation “J”; authorizing minor change orders in an amount not to exceed $19,680.90; and/or time extensions; and making necessary appropriations..



14-015 - 1R. An ordinance authorizing a contract with Layne Christensen Company to Overhaul and Chemically Rehabilitate Well No. 5-A, 9, 16 and 35 at the Courtney Bend Water Plant for the full sum of $180,987.00; authorizing future time extensions; and making the necessary appropriations.

14-016 - 1R. An ordinance approving the conveyance of a certain portion of right-of-way from Government Employees Health Association, Inc. to the City of Independence, Missouri.



14-017 - 1R. An ordinance approving the transfer of a certain portion of Sanitary Sewer Easement from the City of Independence, Missouri to the Little Blue Valley Sewer District.



14-018 - 1R. An ordinance renewing the Lease Agreement with Union Pacific Railroad for the property at 1111 W. Pacific in Independence, Jackson County, Missouri.

14-501 - An emergency ordinance authorizing Amendment No. 4 to a contract with the Missouri Department of Health and Senior Services, to increase the funding for the Public Health Emergency Preparedness Grant for the period July 1, 2013 through June 30, 2014; appropriating $47,386.00; authorizing future change orders; appropriating the necessary funds.
