PUBLIC HEARING

A public hearing on an application for QuikTrip Corporation for an Unlimited Retailer of Intoxicating Liquor in the Original Package License and Sunday Sales License for QuikTrip <52 located at 4005 S. Little Blue Parkway.  Full public hearing.  This application requires a two-third majority vote for approval due to residential property being located within three hundred (300) feet of the establishment.

Item No. 1 - Approval is recommended to enter into a Price Agreement (220-13) with Rand Construction Company to provide general plumbing services for City buildings for the period December 3, 2013 through October 31, 2014 with two, one-year renewal options. Expenditures will not exceed budgeted amounts.

Item No. 2 - Approval is recommended to enter into a price agreement (209-13) with North Kansas City Iron and Metal, for the sale of surplus scrap metal, for the period of January 1, 2014, through December 31, 2014, with two, one-year renewal options.

13-141 - 2R. An ordinance vacating a platted sewer easement located within lots 1, 2, and 3 of Fairview Hollow, a subdivision in Independence, Jackson County, Missouri.



13-142 - 2R. An ordinance approving the Independence Square Tax Increment Financing Plan, establishing a Redevelopment Area, designating the Redevelopment Area as a blighted area, approving Redevelopment Project < and initiating Tax Increment Financing in Redevelopment Project <.



13-143 - 2R. An ordinance terminating the authority of the Independence Square Redevelopment Corporation to initiate new tax abatement for the Independence Square Redevelopment Plan which was adopted pursuant to Chapter 353 of the Revised Statutes of Missouri.



13-144 - 2R. An ordinance authorizing execution of a certain License Agreement with RDL Real Estate 882 to place structural poles for an awning within a sanitary sewer easement located at 19750 E. Valley View Parkway, Independence, Jackson County, Missouri.

An ordinance rescinding Ordinance No. 18115 which authorized the borrowing of an amount not to exceed $6,250,000 from the Missouri Development Finance Board in connection with the refinancing of certain costs related to the Eastland Center Tax Increment Financing Plan previously approved by the City.

An ordinance rescinding Ordinance No. 18114 which authorized the borrowing of an amount not to exceed $2,300,000 from the Missouri Development Finance Board in connection with the refinancing of certain costs related to the Independence Regional Medical Center Tax Increment Financing Plan previously approved by the City.



13-148 - 1R. An ordinance authorizing final disposition of approximately 268 cubic feet of records of the various city departments having met all requirements to be eligible for such disposition.

13-153 - 1R. An ordinance amending the Personnel Policies and Procedures Manual by proposing changes necessary to comply with the Family Medical Leave Act and the Affordable Care Act as well as to correct certain drafting deficiencies in the document.

Item No. 1. The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Department of Public Safety, through the Paul Coverdell National Science Improvement Grant in the amount of $1,982.00, for the Police Department.  These funds will be used to reimburse accreditation and training expenses incurred by the Crime Lab.
