Item No. 1 - Approval is requested on the application of Konik Enterprises, Inc. for an Unlimited Retailer of Intoxicating Liquor in Original Package License and Sunday Sales License for MoonLight Corner #211 located at 211 S. Noland Road. This application requires a two-third majority vote for approval due to residential property being located within three hundred (300) feet of the establishment.

Item No. 2 - Approval is requested on the application of Mr. Donald F Bauer to upgrade the liquor license for A Little Bar B-Q Joint located at 1101 W. US 24 Highway for an upgrade to a Restaurant Bar Intoxicating Liquor by Drink License and Sunday Sales License. This liquor license application requires a two-thirds majority vote for approval due to residential property being located within three hundred (300) feet of the proposed premises.

Item No. 3 - Approval is requested on the application from Ovations Food Services LP, to transfer the existing Restaurant Bar Intoxicating Liquor by the Drink License and Sunday Sales License to Ovations Food Services at 19100 E Valley View Parkway as the new concession management company for the Independence Events Center.

Item No. 4 - Approval is requested on the application from Sterling Enterprise, LLC to transfer the existing Unlimited Intoxicating Liquor in Original Package License and Sunday Sales License for Discount Smokes & Liquor at 3459 S. Sterling Avenue, as the new operator of this convenience store.




Resolutions:

13-776 - A resolution appointing Councilmember Chris Whiting to the Audit and Finance Committee of the City of Independence, Missouri.  Agenda title corrected after tentative agenda published.



13-777 - A resolution appointing Councilmember Chris Whiting as a member of the Japanese Sister City Committee.



13-778 - A resolution appointing Councilmember Chris Whiting to the City Judicial Commission of the City of Independence, Missouri.



13-779 - A resolution appointing Councilmember Eileen Weir to the Transit Committee.

13-132 - 2R. An ordinance finding, determining and declaring the necessity of acquiring General Utility Easements and Temporary Construction and Grading Easements for the Drumm at Manor Storm Drainage Improvements, Project No. 70131201; authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.



13-133 - 2R. An ordinance authorizing a contract with NorthWest Communities Development Corporation (NWCDC), for the development of affordable rental housing, utilizing HOME Program Funds in an amount not to exceed $94,870.00.

An ordinance authorizing a contract with Genesis Environmental Solutions, Inc. to paint the interior and exterior of Filter No. 10 at the Courtney Bend Water Plant for the full sum of $42,590.00; authorizing the city manager to approve future minor change orders in a total amount not to exceed $4,259.00; and/or time extensions.

An ordinance authorizing a contract with Black & Veatch Corporation for Design, Programming and Construction Phase Services for the PLC Replacement at the Water Department for the full sum of $617,025.00; authorizing future minor change orders in a total amount not to exceed $61,700.00 and/or time extensions; and making the necessary appropriations.

13-143 - 1R. An ordinance terminating the authority of the Independence Square Redevelopment Corporation to initiate new tax abatement for the Independence Square Redevelopment Plan which was adopted pursuant to Chapter 353 of the Revised Statutes of Missouri.
