1.

Item No. 1 - Approval is requested on the application from Tiki-G, LC to expand their existing licensed premise to include suite D as part of their Restaurant Bar Intoxicating Liquor by the Drink License for Tiki G’s Grill & Deli located at 13912 E. Noland Court, Suites B &C. This application requires a two-third majority vote for approval due to residential property being located within three hundred (300) feet of the establishment.

Item No. 2 - Approval is recommended to enter into a price agreement (278-13) with Alamar Uniforms for Police Department uniforms for the period August 20, 2013, through July 31, 2014, with two, one-year renewal options at the sole option of the City. Expenditures will not exceed budgeted amounts.

Item No. 3 - Approval is recommended to enter in a contract with Crowley, Wade, Milstead, Inc. for design services for the 2012 Neighborhood Drainage Improvements Project for an amount not to exceed $70,414.73.

US 40 Highway, as the new operator of this convenience store.

ORDINANCES

13-083 - 2R. An ordinance authorizing a contract with the U.S. Geological Survey to sample the Monitoring Well Network at the Water Department for the full sum of $37,000.00; authorizing future minor change orders in a total amount not to exceed $3,700.00 and/or time extensions.

13-084 - 2R. An ordinance amending the Zoning District Map as to the tract of ground located generally at 831 S. Noland Road from R-18/PUD (Moderate-Density Residential/Planned Unit Development) to O-1 (Office Residential) in Independence, Jackson County, Missouri.

An ordinance levying a tax on all real property subject to taxation on January 1, 2013, within the corporate limits of the City of Independence, Missouri, for general revenue and public health and recreation purposes, and for the Independence Square Special Business Benefit District; said levies and assessments being separate and distinct, all for the fiscal year commencing on the 1st day of July, 2013, and ending on the 30th day of June, 2014.



 13-086 - 2R. An ordinance authorizing execution of a lease with Virens Energy Inc.



13-087 - 2R. An ordinance authorizing the City Manager to execute a certain Power Purchase Agreement between Virens Energy Inc. and the City of Independence for the purchase and sale of renewable energy from the Virens Energy Renewable Energy Facility; payable only from the revenues of the Power and Light Operations and not from any tax revenues or general revenues.

13-089 - 2R. An ordinance adopting the attached schedule of Sanitary Sewer Rates which includes an additional three-year period of incremental increases to become effective on the 1st day of July in the years 2015, 2016, and 2017.

An ordinance finding, determining and declaring the necessity of acquiring General Utility Easements and Temporary Construction and Grading Easements for the 30th Street Culvert Replacement, Project No. 70131302; authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.



13-091 - 2R. An ordinance authorizing a contract with Builders Development Corporation, for redevelopment of vacant foreclosed residential properties for single-family home ownership, utilizing Neighborhood Stabilization Program 3 funds, in an amount not to exceed $300,000.00.

An ordinance authorizing acceptance of the 2013 Midwest High Intensity Drug Trafficking Area (HIDTA) Memorandum of Understanding for the Investigative Support Center initiative, and related documents, with the Kansas Bureau of Investigation, for a grant award in the amount of $58,980.00; making the necessary appropriations; authorizing future change orders for additional funding and/or time extensions; and authorizing certain future appropriations.

13-516 - An emergency ordinance approving the acquisition of certain real estate for the Neighborhood Stabilization Program; authorizing and directing the execution of documents and the payment of funds to property owners, and others holding property rights, in conjunction with the project.

Item No. 5. The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Highways and Transportation Commission in the amount of $4,000.00, for the Police Department, for a period to be determined after the agreement has been executed.  These funds will be used to reimburse overtime worked to conduct aggressive driving enforcement activities.
