Reports and Recommendations of the City Manager
1.

Item No. 1 - Approval is recommended to enter into a price agreement  with Alternatives Incorporated to provide employee assistance program services for City employees, and their eligible dependents, for the period of October 1, 2013 through September 30, 2014. The agreement contains four, one-year renewal options, at the sole option of the City.

Item No. 2 - Approval is recommended to issue a purchase order to General Electric (GE), in the amount of $196,881.00, for combustion turbine parts for the Power & Light Department.

Item No. 3 - Approval is recommended to enter into a contract with Transystems Corporation in the amount of $72,994.54 for survey and design engineering of the Truman Road Streetscape Phase 2 for the Public Works Department.



4.

Item No. 4 - Approval is recommended to enter into a price agreement (277-13) for uniform and laundry services for the Power & Light Department (IPL) with Cintas Corporation, for the period of October, 2013 through September 30, 2014. The agreement contains four, one-year renewal options. Expenditures will not exceed budgeted amounts.

Item No. 5 - Approval is recommended to enter into price agreements with Alamar Uniforms and Ray O’Herron Company for police uniforms and accessories for the period of September 1, 2013, through August 31, 2014, with two one-year renewal options for Alamar.  Expenditures will not exceed budgeted amount.



6.

Item No. 6 - Approval is recommended to issue a purchase order to Milsoft Utility Solutions, in the amount of $71,138.00, for an upgrade to the current high volume call management system.

13-026 - 2R. An ordinance approving a Zoning Map Amendment as to a tract of ground located generally at E. Jackson Drive and Little Blue Parkway, in Independence, Jackson County, Missouri and changing the zoning classification thereof from R-A (Residential Agricultural) to B-P/PUD (Business Park/Planned Unit Development) and approving a Preliminary Development Plan for a Quik-Trip. 13-071 - 2R. An ordinance approving a Zoning Map Amendment changing the zoning classification for the property located at 3210 S. 13-083 - 1R. An ordinance authorizing a contract with the U.S. Geological Survey to sample the Monitoring Well Network at the Water Department for the full sum of $37,000.00; authorizing future minor change orders in a total amount not to exceed $3,700.00 and/or time extensions.

An ordinance authorizing the City Manager to execute a certain Power Purchase Agreement between Virens Energy Inc. and the City of Independence for the purchase and sale of renewable energy from the Virens Energy Renewable Energy Facility; payable only from the revenues of the Power and Light Operations and not from any tax revenues or general revenues.

13-514 - An emergency ordinance authorizing Amendment No. 3 to a contract with the Missouri Department of Health and Senior Services, to renew the Public Health Emergency Preparedness Grant for the period July 1, 2013 through June 30, 2014; appropriating $74,715.00; authorizing future change orders; and appropriating the necessary funds.



13-515 - An ordinance increasing appropriations in the amount of $6,368,817.30 in the Operating Budgets for various departments and making other budget adjustments as necessary for the City of Independence, Missouri, for the Fiscal Year July 1, 2012, through June 30, 2013.  Appropriation ordinances may receive two readings and be voted on at the same meeting.

Item A.  The Council is expected to convene in an Executive Session at 5:15 pm, Monday, August 5, 2013, prior to the Council Meeting, in Conference Room A, on matters of Real Estate, as permitted by Section 610.021(2), RSMo.

Item No. 1. Purchase order 138228, in the amount of $121,085.00, was issued to Altec Industries under a cooperative agreement with the National Joint Powers Alliance (NJPA) for a new aerial bucket truck for the Power & Light Department.

Item No. 2. Purchase order 138229, in the amount of $169,971.02, was issued to Verneer Great Plains under a cooperative agreement with the National Joint Powers Alliance (NJPA) for a horizontal directional drill for the Power & Light Department.



4.

Item No. 3. The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Highways and Transportation Commission in the amount of $2,000.00, for the Police Department, for the period of August 16-September 2, 2013.  These funds will be used to reimburse overtime worked by our police officers while enforcing traffic laws to enforce the speed, aggressive driving, seat belt and child safety restraint laws with the main target being DWI's.

Item No. 4. Purchase order 138227, in the amount of $134,321.00, was issued to Altec Industries under a cooperative agreement with the National Joint Powers Alliance (NJPA) for a new Digger Derrick for the Power & Light Department.
