Reports and Recommendations of the City Manager
1.

Approval is recommended to issue a change order to purchase order 136899, in the amount of $59,250 for additional prisoner housing services for the Police Department.  The new purchase order total will be $159,250.



2.

Approval is requested to award the City’s Crime Insurance program to Zurich Insurance Company and Public Official’s Bond Insurance program to Western Surety Insurance Company based on the proposals submitted by Lockton Companies, Inc., effective June 15, 2013 and expiring on June 15, 2016, with a total three-year year premium of $20,187.

Approval is recommended to issue a purchase order to Vireo in the amount of $50,200 for development of the Englewood Art District Circulation Plan for the Community Development Department.



4.

Action is requested on the application from Wild Stallion Properties, LLC to expand their existing licensed premises to include an outdoor patio for their Tavern Intoxicating Liquor by the Drink License and Sunday Sales License for the Wild Stallion Saloon located at 925 E. US 24 Highway.  This application requires a two-third majority vote for approval due to residential property being located within three hundred (300) feet of the establishment.  Continued from the May 20, 2013 Council meeting.



5.

Approval is recommended to issue a purchase order to Wilson Estes Police Architects, in the amount of $68,150 for architectural services for the first floor of the Police Building.

13-059 - 2R. An ordinance authorizing an agreement between the City of Independence and the Independence School District for joint use of the James Bridger Middle School softball four-plex and adjacent parking lot.



13-060 - 2R. An ordinance authorizing the borrowing of not to exceed $2,300,000 from the Missouri Development Finance Board in connection with the refinancing of certain costs related to a Centerpoint (HCA)Tax Increment Financing Plan previously approved by the City; approving the form of and authorizing the execution of a supplemental financing agreement relating to such project with the Missouri Development Finance Board; providing for the administration of a special allocation fund previously created by the City; and prescribing other matters relating thereto.

INFORMATION ONLY:
1.

The Council is expected to convene in an Executive Session at 5:15 pm, Monday, June 3, 2013, prior to the Council Meeting, in Conference Room A, on matters of Labor Negotiations, as permitted by Section 610.021(9), RSMo.



2.

The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Department of Public Safety in the amount of $21,109.00, for the Police Department, for the period of June 1, 2013 to May 31, 2014.  These funds will be used to purchase equipment for the Police Department Crime Lab.  



3.

The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Department of Health and Senior Services (MDHSS) for an amount not to exceed $1,800.00, for the Health Department, for the period of May 15, 2013 to September 15, 2013.  These funds will pay for no more than 20 initial inspections at Summer Food Service Program meal production and meal service sites.
