CONSENT AGENDA
Reports and Recommendations of the City Manager
1.

Approval is recommended to enter into a price agreement (238-13) with Frontline Apparatus, Inc. for fire apparatus maintenance and repair services for the Fire Department, for the period April 16, 2013 through March 31, 2014 with two one-year renewal options. Expenditures will not exceed budgeted amounts.



2.

Approval is recommended to enter into a price agreement (331-13) with Insight Mechanical Contractors and Martin Mechanical Corporation for HVAC repair service for various City departments for the period May 1, 2013 through April 30, 2014, with two, one-year renewal options. Expenditures will not exceed budgeted amounts .



3.

Approval is recommended to enter into a price agreement (101-13) with Badger Meter, Inc. for water meters and parts for the period of April 16, 2013, through March 31, 2014. At the sole option of the City, this agreement may be renewed for up to two, one-year periods. Expenditures will not exceed budgeted amounts.



4.

Approval is recommended to enter into a price agreement with Brinks, Inc. for armored car service for the period of May 1, 2013, through  March 31, 2014. This is a one-year agreement with two, one-year renewal options. Expenditures will not exceed budgeted amounts.  



5.

Approval is requested to amend the City’s Schedule of Fees for fees charged for services performed by staff for processing applications and managing the Tow Rotation Call List, with an effective date of May 1, 2013.

13-721 - A resolution correcting the term of office stated in Resolution No. 5808, for the appointment of Gabrielle Collins to the Citizens with Disabilities Advisory Board.



13-722 - A resolution reappointing Angelo Mancini to be a City Representative and reappointing Karen Mehl to be an Alternate City Representative on the Jackson County Board of Equalization when said board is considering assessments of property within the City of Independence.



13-723 - A resolution reappointing Robert Savage and appointing Keith Bower as regular members of the Board of Building and Engineering Appeals for the City of Independence, Missouri.

13-044 - 2R. An application by Calamar/Blue Forest Land Group LLC, (Calamar) to rezone property at 19301 E 50th Terrace from C-2 (General Commercial) to R-30/PUD (High-Density Residential Planned Unit Development) and approve a Preliminary Development Plan. Case#13-125-02



13-045 - 2R. An ordinance finding, determining and declaring the necessity of acquiring General Utility Easements and Temporary Construction and Grading Easements for the 2011 Neighborhood Storm Drainage Improvements, Project No. 70131105; authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.

13-050 - 1R. An ordinance amending the Zoning District Map as to a tract of land located at 660 N. Spring Street in Independence, Jackson County, Missouri, changing the zoning classification thereof from districts R-30/PUD (High-Density Residential Planned Unit Development) and C-2 (General Commercial) to R-30/PUD (High-Density Residential Planned Unit Development) and approving a Preliminary Development Plan. 13-502 - An ordinance increasing appropriations in the amount of $6,305,184.88 in the Operating and Capital Budgets for various departments and capital projects, transferring appropriations in the amount of $610,000.00 in the Capital Budget in the Power and Light  Fund and transferring appropriations in the amount of $15,000.00 in the Capital Budget in the Sanitary Sewer Fund, and making other budget adjustments as necessary for the City of Independence, Missouri, for the Fiscal Year July 1, 2012, through June 30, 2013.  Appropriation ordinances may receive two readings and be voted on at the same meeting.



13-503 - An emergency ordinance authorizing payment of the Condemnation Commissioners' Award in a Condemnation Suit, Case No. 1316-CV01046, for the acquisition of property interests for an improved sanitary sewer designated as 33rd Terrace and Sheley Sewer Improvements, Project No. 70301001; and further authorizing payment of the Commissioners' Compensation as fixed by the court in said suit and court costs.



13-504 - An emergency ordinance authorizing the borrowing of $24,840,000 from the Missouri Development Finance Board in connection with the refinancing of certain redevelopment costs described in the Crackerneck Creek Tax Increment Financing Plan previously approved by the City; approving the form of and authorizing the execution of a third Supplemental Financing Agreement and a Series 2013A Supplemental Financing Agreement with the Missouri Development Finance Board; providing for the administration of the Crackerneck Creek special allocation fund; and prescribing other matters relating thereto.

The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Highways and Transportation Commission in the amount of $4,425.00, for the Police Department, for the period of July 1, 2013-December 31, 2014.  These funds will be used to reimburse overtime worked while enforcing traffic laws in construction zones on highways in Independence upon requests made from MoDOT.



8.

The City Clerk has received notification that the City Manager has accepted a grant from the State of Missouri Marketing Grant funds in the amount of $38,077.50, for the Tourism Department.  These funds will be used to expand marking reach to the leisure traveler through a variety of media outlets.



9.

The City Clerk has received notification that the City Manager has accepted a grant from the State of Missouri Marketing Grant funds in the amount of $25,000.00, for the Tourism Department.  These funds will be used to expand marketing opportunities to amateur sporting events through a variety of media outlets.



10.

The City Clerk has received notification that the City Manager has accepted a grant from the State of Missouri Marketing Grant funds in the amount of $5,000.00, for the Tourism Department.  These funds will be used to test the conversion rate of the marketing and advertising efforts of the Tourism Department.
