Reports and Recommendations of the City Manager
1.

Approval is requested to amend the City’s Schedule of Fees to fees charged for services performed by staff for processing applications for licenses and permits, with an effective date of February 15, 2013.



2.

Approval is requested on the application of DCS & L II Enterprises, Inc. for an Unlimited Intoxicating Liquor in Original Package License and an Unlimited Sunday Intoxicating Liquor in the Original Package License for Dirt Cheap Smokes and Liquor located at 16820 E. US 24 Highway.  (Postponed from the January 22, 2013, Council meeting.)



3.

Approval is recommended to enter into a price agreement (203-13) with Vance Brothers to provide hot mix asphaltic concrete for the Public Works Department for the period March 1, 2013 through February 28, 2014. Expenditures will not exceed budgeted amounts.

Approval is recommended to enter into a price agreement (344-12) for scaffolding services with Harsco Infrastructure, for the period of November 5, 2013 through January 31, 2014. The agreement contains two, one-year renewal options. Expenditures will not exceed budgeted amounts.



5.

Approval is recommended to issue a purchase order to Black& Veatch in the amount of $61,967.00, for structural engineering services for North Main and Dodgion Tank Improvements for the Water Department.



6.

A request for Council approval to authorize the Police Department to submit applications and participate in the 2013/2014 traffic safety grants as provided through the Missouri Department of Transportation, Highway Safety Division.

13-005 - 2R. An ordinance vacating a General Utility Easement located at 5016 Whitney Court, lot 36 in The Cliffs, a subdivision in Independence, Jackson County, Missouri.



13-006 - 2R. An ordinance authorizing execution of an amendment to the contract with NorthWest Communities Development Corporation, for redevelopment of vacant foreclosed residential properties for single-family home ownership, lease-purchase, and rental, utilizing neighborhood stabilization program funds.



13-007 - 2R. An ordinance finding, determining and declaring the necessity of acquiring General Utility Easements and Temporary Construction and Grading Easements for the Rock Creek Interceptor Improvements – Segment 5; authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.
