US 24 Highway.  Full public hearing.  This liquor license application requires a two-thirds majority vote for approval due to residential property being located within three hundred (300) feet of the existing premises.

1.

Approval is recommended to enter into a price agreement (107-13) with Central Power Systems and Diamond International for Allison transmission parts and service, and International truck parts and service for various City departments, for the period February 1, 2013 through January 31, 2014 with renewal options. Expenditures will not exceed budgeted amounts.

Approval is recommended to issue a purchase order, in the amount of $75,000.00, to Sega, Inc. to perform consulting services for the feed study of biomass fuel at the Missouri City plant for the Power & Light Department.




Resolutions:

13-704 - A resolution reestablishing a Transit Committee as an advisory body to the City Council, for the purpose of monitoring service levels and evaluating service options and financial obligations for the provision of local bus transit in Independence; appointing members and designating a chairman.



13-705 - A resolution designating Lupe Moe as Chairperson of the Human Relations Commission of the City of Independence.



13-706 - A resolution appointing Marvin J. Moore to the Citizens with Disabilities Advisory Board for the City of Independence.




ORDINANCES

12-159 - 2R. An ordinance authorizing execution of a First Amendment to the Intergovernmental Cooperative Agreement with Jackson County, Missouri, for the construction and operation of an animal shelter to serve the City of Independence and Jackson County.  Postponed from the December 17th Council Meeting.  



13-001 - 2R. An ordinance authorizing acceptance of a certain General Warranty Deed from The Thirty-Ninth Street Transportation Development District for excess property associated with the 39th Street Road Improvement Project from Lee’s Summit Road to Crackerneck Road.



13-003 - 2R. An ordinance authorizing a contract with Layne Christensen Company to overhaul and chemically rehabilitate certain wells at the Courtney Bend Water Plant for the full sum of $166,212.00; and/or time extensions.

13-005 - 1R. An ordinance vacating a General Utility Easement located at 5016 Whitney Court, lot 36 in The Cliffs, a subdivision in Independence, Jackson County, Missouri.



13-006 - 1R. An ordinance authorizing execution of an amendment to the contract with NorthWest Communities Development Corporation, for redevelopment of vacant foreclosed residential properties for single-family home ownership, lease-purchase, and rental, utilizing neighborhood stabilization program funds.



13-007 - 1R. An ordinance finding, determining and declaring the necessity of acquiring General Utility Easements and Temporary Construction and Grading Easements for the Rock Creek Interceptor Improvements – Segment 5; authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project.

1.

The Council is expected to convene in an Executive Session at 5:15 pm, Tuesday, January 22, 2013, prior to the Council Meeting, in Conference Room A, on matters of Labor Negotiations, as permitted by Section 610.021(9), RSMo.



2.

The City Clerk has received notification that the City Manager has accepted a grant from the Missouri Department of Public Safety in the amount of $19,411.65, for the Police Department, for the period of March 1, 2013 to May 31, 2013.  These funds will be used to continue funding one detective assigned full-time to the Heart of America Regional Computer Forensics Lab, plus wireless cards and internet service for covert online investigations.
