Reports and Recommendations of the City Manager
1.

Approval is recommended to enter into a price agreement (349-12) for concrete work with Downey Construction for the Parks and Recreation Department for the period February 1, 2012, through January 31, 2013, with two, one-year renewal options. Expenditures will not exceed budgeted amounts.



2.

Approval is recommended to enter into a price agreement (200-12) with Penny’s Concrete, for ready-mix concrete for various departments for the period February 1, 2012, through January 31, 2013. Expenditures will not exceed budgeted amounts.

Approval is recommended to issue Change Order 1 to Purchase Order 132839, in the amount of $31,000, for additional A&E services to complete the Blue Valley Units 1 & 2 Turbine Generator Upgrade Protection Project. The original purchase order was issued to Sega for $174,000.00.

Approval is recommended to enter into price agreements (251-12) for the purchase of City vehicles with Shawnee Mission Ford, Dick Smith Ford, Olathe Ford, Lang Chevrolet, Landmark Dodge, Overland Park Jeep, Dean Machinery and Diamond International Trucks, for various departments for the period January 4, 2012, through December 31, 2012. Expenditures will not exceed budgeted amounts.

12-700 - A resolution recognizing Rachel Smith, Recreation Specialist, in the Parks & Recreation Department, as the Employee of the Month for January, 2012.



12-701 - A resolution appointing Councilmember James Engelman to the Audit and Finance Committee and designating Councilmember Marcie Gragg to chair the committee, under authority of Resolution No. 3338.



12-702 - A resolution altering provisions of the Audit and Finance Committee governance pertaining to appointments and meetings and repealing Resolution No. 3338.




ORDINANCES

11-115 - 2R. An ordinance authorizing a contract with the firm of Triple C Underground LLC, in the amount of $51,955.80, for the installation of pipe on US 40 Highway east of Lee’s Summit Road (from the north side to the south side of US 40 Highway right-of-way); and authorizing future minor change orders for an amount not to exceed $5,195.00 and/or time extensions.



11-116 - 2R. An ordinance authorizing an agreement to accept equipment from Mid-America Regional Council under the 2007 Public Safety Interoperability Communications grant for use by the Police Department.



11-117 - 2R. An ordinance authorizing a contract with Public Water Supply District No. 15 of Jackson County, Missouri, for the supply of water to the District by the City of Independence, Missouri.



11-118 - 2R. An ordinance continuing the Energy Star based incentive payment program for new home builders, to be made effective January 1, 2012, and establishing rules for the payment of incentive amounts for qualifying Energy Star rated homes built within Independence city limits and served by the Independence Power & Light Department.



11-119 - 2R. An ordinance authorizing execution of a Special Warranty Deed conveying a portion of future Jackson Drive, east of Little Blue Parkway, in Independence, Jackson County, Missouri, to the previous property owner and retaining a General Utility Easement.



11-120 - 2R. An ordinance vacating the Right-of-Way of a 16-foot alley between Lots 8 and 47 and Lots 5 and 50 of Martha’s Vineyard, a subdivision in Independence, Jackson County, Missouri.



11-121 - 2R. An ordinance authorizing execution of Sterling Village Release of Obligations and Development Rights and Mutual Termination of Redevelopment Agreement, and prescribing matters related thereto.

Phillips Construction, Inc., for the George Owens and McCoy Park Safe Rooms Project, in an amount not to exceed $1,451,120.00; authorizing minor change orders for an amount not to exceed $145,112.00 and/or time extensions; and making the necessary appropriations.

12-500 - An emergency ordinance authorizing execution of a professional services agreement with Mid-America Regional Council to accept Centers for Disease Control Community Transformation Grant funding in the amount of $155,000.00; authorizing future change orders; and appropriating the necessary funds.

Emergency Change Order 1 to Purchase Order 134531 was issued to Siemens Energy, Inc., in the amount of $60,000.00, for additional work to Steam Turbine 1 at the Blue Valley Power Plant. The initial purchase order was issued to Siemens for $245,000.00.
