1.

Approval is recommended to issue a purchase order, in the amount of $199,664.64, to FLS Airtech for Bag House fabric filters for the Power & Light Department.




Resolutions:

11-756 - A resolution commending Fire Department Personnel, American Medical Response Personnel and Unidentified By-standers for their efforts on November 6, 2011, in helping to save a life.



11-757 - A resolution affirming the appointment of Donald DeBoard to the Public Safety Sales Tax Oversight Committee for the City of Independence, Missouri, for a term expiring November 15, 2012.



11-758 - A resolution reappointing Dr. Rick Shrock, as Veterinarian, and Kathleen Bennett and Dr. Ralph Ruckman as Licensed Medical Practitioners to the Independence Advisory Board of Health of the City of Independence, Missouri.




ORDINANCES

11-094 - 2R. An ordinance authorizing acceptance of funding from the Missouri Department of Public Safety in the amount of $27,723.59 from the 2011 POST Commission Training Fund for law enforcement training; authorizing the City Manager to accept additional fund distributions for the same fiscal year; and making the necessary appropriations.



11-095 - 2R. An ordinance authorizing execution of Change Order No. 1 to amend the funding agreement with NorthWest Communities Development Corporation for residential rehabilitation and home ownership opportunities in the northwest part of the City; and to close the loan and cancel the repayment provision to the Truman Heartland Community Foundation.



11-096 - 2R. An ordinance approving a Zoning Map Amendment by changing the zoning classification from R-6 (Single-Family Residential) to R-12 (Two-Family Residential) and R-30-PUD (High-Density Residential -Planned Unit Development) for the property located at 1715 S. Scott Avenue, 11710, 11712, 11714, and 11716 E Winner Road. Case No. 11-100-07.



11-097 - 2R. An ordinance amending various sections of Chapter 14, Unified Development Ordinance, of the Independence City Code. Case No. 11-175-03.

11-098 - 1R. An ordinance authorizing continuation of the Commercial and Industrial Rebate Program which provides incentive rebates to qualifying power and light customers who install specified qualifying energy conservation measures on or after November 1, 2011.

11-100 - 1R. An ordinance finding, determining and declaring the necessity of acquiring general utility easements and temporary construction and grading easements for the Rock Creek Interceptor Improvements – Segment 2; authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project; and making the necessary appropriations.



11-101 - 1R. An ordinance authorizing a contract with the firm of MTS Contracting, Inc., for the Vaile Mansion Exterior Stair Repair project, in an amount not to exceed $23,300.00; and authorizing minor change orders for an amount not to exceed $2,330.00 and/or time extensions.



11-102 -1R. An ordinance increasing the general property tax rate by $0.3629 per $100 of assessed valuation to be used solely for the purpose of funding services provided by the Police Department of the City, subject to the approval by the voters of the City; calling for an election to be held on April 3, 2012; proposing the form of the ballot and directing the City Clerk to do all things called for by law in connection with holding said election. Second reading deferred to Adjourned meeting on December 12, 2011.

INFORMATION ONLY:
1.

The Council is expected to convene in an Executive Session at 5:30 pm, Monday, November 21, 2011, prior to the Council Meeting, in Conference Room A, on matters of Litigation.



2.

The City Clerk has received notification that the City Manager has accepted a donation in the amount of $250.00, for use by the Fire Department.  The donation, from the Chamber of Commerce, is in appreciation for fire protection and medical services provided by the Fire Department during the Santa-Cali-Gon Festival.



3.

 Emergency Purchase Order 134531 was issued to Siemens Energy, Inc., in the amount of $245,000.00, for the inspection of Steam Turbine 1 at the Blue Valley Power Plant.



4.

The City Clerk has received notification that the City Manager has accepted a donation for fire equipment in the amount of $2,500.00, for the Fire Department, from the Woodmen of the World Insurance Society dba Carefree Industrial Park.

1.

Wilbur Sartwell requests to speak to Council about singling out seniors for traffic tickets at railroad crossings and no left turns near high schools.
