CONSENT AGENDA
Reports and Recommendations of the City Manager
1.

Approval is recommended to issue a purchase order, in the amount of $87,000.00, to Sega, Inc., for engineering services related to the short circuit analysis of the Independence Power & Light transmission system.



2.

Approval is requested to extend the Agreement with Lockton, LLC for employee benefit consulting services for the period of October 1, 2011 through September 30, 2012 in accordance with the amendment to Section I and Section II.B of the Agreement.



3.

Approval is recommended to enter into a price agreement (166-11) for gravel trails with Wil-Pav, Inc., for the period of October 4, 2011, through August 31, 2012. The agreement contains one, one-year renewal option. Expenditures will not exceed budgeted amount.



4.

Approval is requested on the application of P B & J Robin, LLC for temporary expansion of the licensed premises at Red Robin located at 18810 E. US 40 Highway.



5.

Approval is recommended to enter into price agreements (270-11) with Candid Marketing and Communications, LLC; Grace Advertising & Consulting, Inc.; Janeen Aggen; and Vibe Marketing Group for Public Relations Services for the Tourism Department, for the period of October 4, 2011, through September 30, 2012, with two, one-year renewal options. Expenditures will not exceed budgeted amounts.




Resolutions:

11-744 - A resolution recognizing Tamara Bennetzen, Administrative Specialist II in the Water Pollution Control Department, as the Employee of the Month for October, 2011.



11-745 - A resolution affirming the reappointment of Gloria Smith to the Street Improvement Oversight Committee for a term expiring October 1, 2014. 



11-746 - A resolution appointing Robert H. Jones as a Regular Member and Michael D. Finley as an Alternate Member of the Board of Adjustment of the City of Independence, Missouri.



11-747 - A resolution affirming the reappointment of Jerry Dowell to the Public Safety Sales Tax Oversight Committee for the City of Independence, Missouri, for a term expiring November 15, 2014.




ORDINANCES

11-078 - 2R. An ordinance authorizing an On-System Bridge Program Agreement with the Missouri Highways and Transportation Commission for the 39th Street Bridge over the Little Blue River project.



11-079 - 2R. An ordinance authorizing execution of a contract with General Electric, for an amount not to exceed $1,720,461.00, for a hot gas path and generator inspection of the Combustion Turbines Units 1 & 2 at Substation “J”; authorizing future minor change orders in the amount of $172,046.10 and/or time extensions; and making the necessary appropriations.



11-080 - 2R. An ordinance authorizing an Agreement for Break in Limited Access with the Missouri Highways and Transportation Commission for the Little Blue Parkway and 24 Highway intersection improvements.

Anderson Builders, LLC, for the Northern and Westport Drainage project, for an amount not to exceed $677,161.50; and authorizing administrative approval of change orders for an amount not to exceed $67,700.00 and/or time extensions.



11-083 - 2R. An ordinance authorizing execution of a contract with Sega Inc., in an amount not to exceed $369,000.00, for 69kV capacitor bank additions; and authorizing future minor change orders in the amount of $36,900.00 and/or time extensions.



11-084 - 2R. An ordinance finding, determining and declaring the necessity of acquiring fee simple title, general utility easements and temporary construction and grading easements for the Rock Creek Interceptor Improvements Segment 1; authorizing the negotiation and eminent domain proceedings if necessary; approving the plans and specifications for the project; authorizing the use of experts as needed; authorizing and directing the execution of documents and the payment of funds to property owners or others holding property rights, in conjunction with the project; and making the necessary appropriations.

An ordinance authorizing execution of a contract with Sega Inc., in an amount not to exceed $115,000.00, for a combustion turbine site auxiliary electrical system analysis and arc-flash study; and authorizing future minor change orders in the amount of $11,500.00 and/or time extensions.

11-518 - An emergency ordinance authorizing a contract with the Missouri Department of Health and Senior Services, in the amount of $70,967.00, for the Public Health Emergency Preparedness grant; authorizing future change orders; and appropriating the necessary funds.



11-519 - An emergency ordinance authorizing execution of a contract with the Missouri Department of Social Services, accepting $33,836.75 in Homeless Challenge Program funding; authorizing execution of program contracts with Comprehensive Mental Health; Mother’s Refuge; Salvation Army CROSSROADS and Hope House; and making the necessary appropriations.

The Council is expected to convene in an Executive Session, Monday, October 3, 2011, immediately following the Regular Council Meeting, in Conference Room D, on matters of Labor Negotiations and Litigation.

The City Clerk has received notification that the City Manager has accepted a donation of radiation monitoring equipment in the amount of $639.00, for the Fire Department and Emergency Operations Center, from the Missouri State Emergency Management Agency (SEMA) and in cooperation with the Department of Homeland Security.
