Executive Summary:

In the past, the City has developed and maintain a procurement policy on a somewhat informal basis.  City Code and procurement practices have changed resulting in the need to revise the procurement policy, update the policy to current day best practices, and codify the policy.
Background:

The City of Independence has an important responsibility to its residents to carefully procure goods, construction services, and professional services by implementing the directives of City Charter and City Code, which directs use of the procurement policies and procedures to provide the best value at the lowest possible cost for all purchases made.  The procurement integrity of the City government is of utmost importance and the codification of the procurement policy is a key element in maintaining the integrity.  The formalization the procurement policy for the City is consistent with the Council's adopted goal of ensuring stability and sustainability in the procurement process.
