17-047 - 1R. An ordinance authorizing execution of a contract with Danford Engineering, LLC., in an amount not to exceed $160,000.00, for engineering services for the substation “E” to substation “F” 69 kV Transmission Line Rebuild project; and authorizing future minor change orders for an amount not to exceed $16,000.00 and/or time extensions.

Staff recommends approval of this ordinance.

The 69 kV transmission line between Substation “E” and Substation “F” was purchased from KCP&L on June 29, 2012. One of the stipulations of this purchase was that IPL would not be able to make any improvements to this line for five years after the date of purchase. Inspection of this line indicates that it is in a dilapidated condition. Because of its poor condition and its importance to the reliability of the IPL transmission system, we have included funds in the 2016-17 capital budget to perform the engineering work needed to rebuild this line so that we will be ready to commence rebuild of the line once the five year time frame has expired. The proposed contract amount falls within the amount budgeted for this work.

Part of the reason this line is considered so critical is because NERC requires that IPL maintain a stable transmission system during a Category C event. NERC defines Category C events as an outage condition where two or more transmission elements are out of service. Upgrading the IPL transmission system with the rebuild of a 69 kV transmission line between Substation E (3408 S. Northern Blvd) and Substation F (225 South Glenwood) will significantly improve the number of outage loading violations that exist during Category C events. Currently, in order to mitigate many of these violations, IPL is required to run on-system generation. Elimination of the need to run generation during certain times of the year for system stability can be a significant economic benefit.

Danford Engineering (“Danford”) was selected per State Statute 8.285, et seq, which calls for selecting architectural, engineering and land surveyor services based on qualifications. Danford was selected from the Purchasing Department’s pre-approved list of architectural, engineering, and land surveyor consulting firms.
