An ordinance authorizing a contract with Linaweaver Construction for the 2012 Neighborhood Storm Drainage Project (No. 70131202) for an amount not to exceed $250,635.00, authorizing future minor change orders for an amount not to exceed $25,063.00 and/or time extensions, and adjusting project appropriations.
Executive Summary:

This ordinance would approve a construction contract for the 2012 Neighborhood Storm Drainage Project. There are two neighborhoods that would have storm drainage improvements. One neighborhood is from Willis to Grand, near 51st Street. The other neighborhood is on Brentwood, south of 43rd Terrace. The contract would be with Linaweaver Construction for a cost not to exceed $250,635.00.
Background:

This ordinance would approve a construction contract with Linaweaver Construction for the 2012 Neighborhood Storm Drainage Project. This project makes storm sewer improvements in two locations. One location is from Willis to Grand, near 51st Street. The other location is along Brentwood, south of 43rd Terrace. The project would install 772 feet of storm sewer pipe, 11 new storm sewer inlets, and other related construction.

At the February 21, 2017 City Council meeting, staff recommended that the lowest responsible and responsive bidder, V.F. Anderson, be awarded the contract for this project with a bid of $242,465.00. The City Council voted 3 to 3 against the recommendation to award the contract to the lowest bidder, and therefore the contract was not approved. In an effort to continue with the project to avoid further undue delay and inconvenience to the affected property owners, this ordinance to award the contract to the second lowest bidder, Linaweaver Construction, has been prepared.

The engineer's estimate for the construction cost is $188,103.00. The ordinance would authorize administrative approval of change orders not to exceed $25,063.00 and/or time extensions. The contract provides for construction to be completed within 90 calendar days, excluding December 15 through March 15. The project would be funded with Storm Water Sales Tax funds. There are existing project appropriations that would be increased. The ordinance would transfer $146,000.00 in Storm Water Sales Tax funds from the Neighborhood Construction Projects (No. 9814) to the 2012 Neighborhood Storm Drainage Project (No. 70131202).




Fiscal Impact:

This ordinance would obligate $250,635.00 to a construction contract for the 2012 Neighborhood Storm Drainage Project (No. 70131202). It would transfer $146,000.00 in Storm Water Sales Tax funds from the Neighborhood Construction Projects (No. 9814) to the 2012 Neighborhood Storm Drainage Project (No. 70131202).
