Council action is requested on the application received from 1415 Lexington LLC to transfer the existing Intoxicating Liquor in the Original Package License and Sunday Sales License for the 24 Hwy Liquors convenience store at 16820 E. US 24 Highway as the new operator of this establishment. [Postponed from March 20, 2017 Council Meeting.]

This application meets the requirements of the City’s Alcoholic Beverage Code.


The applicant is purchasing the business from Dirt Cheap Smokes and Liquor at 16820 E US 24 Highway.  The Council approved an Intoxicating Liquor in the Original Package License and Sunday Sales License to Dirt Cheap Smokes and Liquor in 2012.  The applicant is requesting Council approval to transfer the existing liquor license for Dirt Cheap Smokes and Liquor to 24 Hwy Liquors to sell intoxicating liquor in the original package seven days a week.


The LLC appointed Mr. Richard T. Bryant as Managing Officer for purposes of this liquor license.  Mr. Bryant is active in other licenses issued by the City and by the Missouri Division of Alcohol and Tobacco Control. The background investigation conducted by the Police Department and the Missouri State Highway Patrol on Mr. Bryant, and the other principle corporate member, revealed they do not have any violations that would disqualify them from obtaining a liquor license from the City.


There are no churches, hospitals, schools or residentially zoned properties within 300 feet of the proposed premises according to City’s mapping system.  


Applicable City Departments reviewed the application and the attached Inspection Report includes their comments.
