The City previously submitted an application to the Department of Housing and Urban Development for Entitlement funds for Program Year 42 of the Community Development Block Grant and Program Year 22 of the HOME Investment Partnerships Act as authorized by Ordinance No. 18572.
After this ordinance was adopted, the City was notified by HUD of an increase in the amount of HOME Program funds being awarded for the 2017/17 program year totaling $1,883.00. As required by HUD, the City revised its Annual Action Plan and application to account for the additional funds. This was amended by Ordinance No. 18632.
The City has determined an increased need in the demolition of vacant, dangerous buildings in the City and has depleted the general funds allocated for this purpose. The City has $100,000 of previously unallocated Community Development Block Grant (CDBG) funds available and eligible for this program.
The City’s Annual Action Plan did not include a program for the demolition of dangerous buildings. When adding a program not originally listed in an Annual Action Plan, the City is required to submit an amended Annual Action Plan to the Department of Housing and Urban Development.
This ordinance would amend the City’s Annual Action Plan as authorized by Ordinance No. 18572 and 18632 and add the CDBG Dangerous Building Demolition Program for Program Year 42 of the Community Development Block Grant and Program Year 22 of the HOME Investment Partnerships Act.
The City will use these funds on the demolition of dangerous buildings citywide in accordance with HUD guidelines.
